Purpose
The City is working with neighborhoods to improve conditions for bicycling and walking. This project will help by developing a toolkit that local communities can create their own neighborhood-level bicycle and pedestrian circulation plans. The materials will be developed in partnership with two pilot neighborhoods, Uptown and Hilltop. The resulting toolkit will be used to develop plans for other city neighborhoods.
A neighborhood circulation plan helps to inform infrastructure investments in neighborhoods to assist residents, employees and visitors get to important destinations within and around the neighborhood. The plan shows how and where infrastructure improvements can provide greater mobiity and access. The neighborhood circulation plan's main elements are a map that shows both existing and recommended infrastructure and recommended implementation phasing.
This project helps to implement the Wichita's Bicycle and Pedestrian Master Plans, which aim to increase the amount of walking and biking in the City.
Planning Process
The Wichita Neighborhood Circulation Planning project began in May and will conclude in September. The process includes:
- Data-driven selection of pilot neighborhoods
- Development of planning toolkit materials
- Neighborhood walk and bike audits
- Stakeholder outreach and engagements
- Plan development
On June 11, 2018, Wichita Bicycle and Pedestrian Advisory Board endorsed the Project Team recommendation to recommend the Uptown and Hilltop neighborhoods as the pilot neighborhoods.
Agency Engagement
Planning Team
The team consists of City staff and Toole Design Group staff. The Planning team is responsible for organizing meetings and events, concept development, technical analysis, and writing project documents.
Advisory Boards
The Wichita Pedestrian and Bicycle Advisory Board will be consulted for input about the projects.

This civic initiative is made possible with Federal 1422 Grant funding from the Centers for Disease Control and Prevention, and the Kansas Department of Health and Environment; administered by Health ICT.
