The submission of a license application and the appropriate fee does not constitute approval of that application. When approved, the license will be mailed to your address on the application.
If your application for a license is denied for any reason, a notice of denial will be mailed to you. You must request a refund of the fees paid within 3 working days of receiving the notice of denial to have your monies refunded to you.

Adult Entertainment Establishments/Hotels
"Adult Bookstore" means an establishment having as a substantial or significant portion of its stock in trade books, films, video cassettes, or magazines and other periodicals which are distinguished or characterized by their emphasis on matters depicting or relating to 'specific sexual activities' or 'specified anatomical areas'.
"Adult Motion Picture Theater" means an enclosed building used for presenting any material distinguished or characterized by an emphasis on matters depicting or relating to 'specific sexual activities' or 'specified anatomical areas' for observation of patrons therein.
"Adult Motion Picture Arcade" means any place at which slug or coin-operated, electronically or mechanically controlled, still or motion picture machines, projector or other image producing devices are maintained to show images to five or fewer persons per machine at any time, and which presents material which is distinguished or characterized by an emphasis on depicting or describing 'specified sexual activities' or 'specified anatomical areas' for observation by patrons therein.
"Adult Hotel" means a hotel or motel wherein a substantial or significant portion of the material presented over image producing devices within individual rooms, that are occupied by guests, are distinguished or characterized by an emphasis on matter depicting or describing 'specified sexual activities' or 'specified anatomical areas'.

Advertising - Signs, Bills and Posters Any person who distributes signs, bills, posters, lithographs, maps, plots, samples, pamphlets, booklets or other advertising devices of any kind whatsoever primarily distributed for advertising purposes in the City.

Advertising - Vehicular Any person engaged in advertising by radio, public address system, loud speaker or other sound-producing device, sign, banner, poster, person or any advertising device placed on any automobile, truck, wagon, or other vehicle which shall be operated upon the streets of the city.

Aircraft Flight All flights originating and terminating in the vicinity of the city carrying passengers for hire for sight-seeing purposes or for advertising purposes, over the corporate limits of the city.

Airport Limousine Company Any motor vehicle carrying passengers for hire from or to any point at the Mid-Continent Airport.

Airport Limousine Driver Any person acting as a driver of a transportation service at Mid-Continent Airport.

Alarm Business In accordance with City Code section 3.40.030 (b) a person engaged in altering, installing, maintaining, repairing or servicing alarm systems within the city is to be certified for the particular classification of system involved.

Ambulance and Medi-Coach Company Any person, company or corporation who has the legal right or control of specifically factory-constructed vehicles equipped or used for the transportation of wounded, injured, sick or deceased persons, for hire within the corporate limits of the city. No license shall be required for any ambulance service that has been established and exists pursuant to a contract between the City of Wichita and the Board of County Commissioners.

Ambulance Driver and EMT Any person acting as a driver or Emergency Medical Technician of an ambulance.

Amusement Park
Any person engaged in the business of operating an amusement park in the city.
An amusement park shall be construed to include and mean a permanent installation of riding and amusement devices of the type commonly employed in the operation of carnivals such as merry-go-rounds, ferris wheels, miniature trains, pony rides, carousels, parachute towers, bungee jumping, reverse bungee jumping, roller coasters, cranes or other lifting devices, when used as part of an amusement ride, inflatable equipment or other devices that do not have rigid structures or frames and which are inflated or otherwise supported by air pressure and other similar devices.
Amusement park rides shall not include:

Games, concessions and associated structures;

Any single passenger coin-operated ride that: (i) is manually, mechanically or electrically operated, (ii) is customarily placed in a public location, and (iii) does not normally require the supervision or services of an operator;

Non-mechanized playground equipment, including, but not limited to swings, seesaws, stationary spring-mounted animal features; rider-propelled merry-go-rounds, climbers, slides, trampolines and physical fitness devices.

Portable amusement rides which are used solely for personal use.

Amusement - Portable Amusement Rides
Any person engaged in the business of operating amusement-riding devices in the city when not attached to a circus, carnival, or amusement park.
Any person engaged in the business of operating portable amusement rides in the city when not part of an amusement park.
Portable Amusement Rides shall be construed to include and mean the operation, leasing or renting of merry-go-rounds, ferris wheels, miniature trains, pony rides, parachute towers, bungee jumping, reverse bungee jumping, roller coasters, cranes or other lifting devices, when used as part of an amusement ride, inflatable equipment or other devices that do not have rigid structures or frames and which are inflated or otherwise supported by air pressure or other such amusement riding devices when portable or not part of an amusement park.
Amusement park rides shall not include:

Animal Collector Any person engaged in the business of collection of dead animals, dead fowl, or all meat scraps, bones, suet, unrendered animal fat and waste cooking greases in the city.

Animal Exhibition, Petting Zoo, and Rodeo Any person engaged in the business or operation of an animal exhibition, event or show, petting zoo, or rodeo on any premises or in any building or structure within the city.

Auction House Any person engaged in the operation of an auction house where secondhand furniture, household goods, and other personal property are sold at auction in the city.
|
 |
Auction Sale Any person who conducts any auction or auction sale wherein personal property is sold or offered for sale at public auction in the city, except as provided for auction sales of precious stones, jewelry, etc., and auctions at regularly licensed auction houses.

Auction Sale - Precious Stones, Jewelry, Etc. Any person who conducts any auction or auction sale wherein precious stones, jewelry, watches, clocks, gold, silver, silverware, or plated ware are sold of offered for sale at public auction in the city.

 |
Auctioneer Any person engaged in the calling or occupation of an auctioneer in the city.

 |
Auto Wrecking Any person engaged in the business of buying, acquiring, or dealing in motor vehicles to be wrecked, dismantled, or disassembled, or anyone who maintains or uses any building, premise or place to wreck, dismantle, or disassemble any motor vehicle and who sells the parts thereof.
