If your application for a license is denied for any reason, a notice of denial will be mailed to you. You must request a refund of the fees paid within 3 working days of receiving the notice of denial to have your monies refunded to you.

Cabaret
The Cabaret license, which will no longer be issued by the City, is replaced by the Entertainment Establishment license.  When all such current Cabaret licenses expire or otherwise terminate, the holders of those licenses will be required to apply for an Entertainment Establishment license if subject to this ordinance.

Cereal Malt Beverage
Any fermented but undistilled liquor brewed or made from malt or from a mixture of malt or malt substitute, but does not include any such liquor which is more than 3.2% alcohol by weight, for use or consumption and not for resale in any form.

Retailer: Consumption of cereal malt beverage OFF premises.

Tavern: Less than 50% of gross revenues derived from the sale of food.

General/Restaurant: More than 50% of gross revenues derived from the sale of food.

Special Event: Temporary sales of cereal malt beverage on unlicensed premises limited for a
maximum of 3 consecutive days, 4 times per year.

Charitable Solicitation Event
Any charitable non-profit organization may solicit for donations at approved intersections within the city limits of Wichita.

Limousine

Charter Limousine Service
Any person, company, or corporation who has the legal right or control of specifically factory-constructed luxury motor vehicles which, with chauffeur provided, are hired out for exclusive use to persons on an hourly basis.

Clairvoyant
Each clairvoyant, fortuneteller, palmist, phrenologist, mind reader, character reader from handwriting, astrologist, fortune teller through astrology, or crystal gazer, doing business in the city.

Coins

Coin-Operated Amusement/Music Devices
A person engaged in the business either as an independent owner or an operator of any coin-operated amusement or music device in the city. These devices, for amusement only, are played or activated by the insertion of a coin whereby a score or other indication is registered or kept in connection with the playing or operating of the device.

Operator: Any individual, partnership, or corporation who owns coin-operated amusement or music devices and places them in locations other than their own for a percentage of the income/rent.

Independent Owner: Any individual, partnership, or corporation who owns coin-operated amusement or music devices and operates them in their own place(s) of business.

Correctional Placement Residence

Alternative Correctional Housing” means residential facilities for individuals or offenders who require a more structured, supervised residential living environment than independent living. This community-based living arrangement is an alternative to incarceration in either state penal institutions or the Sedgwick County Jail.

Correctional Placement Residence” means a facility for individuals or offenders that provides residential and/or rehabilitation services for those who reside or have been placed in such facilities due to any one of the following situations: (1) prior to, or instead of, being sent to prison; (2) received a conditional release prior to a hearing; (3) as a part of a local sentence of not more than one year; (4) at or near the end of a prison sentence, such as a state operated or franchised work release program, or a privately operated facility housing parolees; (5) received a deferred sentence and placed in facilities operated by community corrections; or (6) require court-ordered guidance services for alcohol or chemical dependence.
