The Community Investments Division oversees activities that are funded through the U.S. Department of Housing and Urban Development (HUD). The City of Wichita is an Entitlement City and as such, receives funding directly from HUD according to a formula. In order for the City to receive these funds, it must prepare a Five Year Consolidated Plan and Annual Action Plans detailing the community's needs and expenditure plans to address the needs. Following are the fund categories which are a part of the City's Entitlement allocations: Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), American Dream Downpayment Initiative (ADDI), and Emergency Shelter Grant.
The Community Investments Division prepares and submits these Plans to the City Council for approval, and then to HUD. Once they are approved by HUD, the staff prepares contracts and agreements which will govern fund expenditures.
Although the staff take the lead in developing the Consolidated and Annual Plans, they seek input from community residents and leaders, who provide information as to the priority service needs for the community.
HUD requires that projects funded with these resources benefit low to moderate-income people. Most projects are targeted to the Neighborhood Revitalization Redevelopment Incentives Areas and include: home repair programs, assistance to first time homebuyers, support for Neighborhood City Halls, infrastructure improvements, programs for youth and families, and services for the homeless.
