Old Town Special Event Arrangements

Every event promoter is required to provide security officers, portable restrooms, and trash service in an adequate number as reasonably determined by the procedures set forth. All vendors must be properly licensed and inspected. The event promoter shall also be required to obtain, place, and remove barricades to close streets in accordance with requirements of the City. Such services will be provided without cost to the City of Wichita or its agencies.

User agrees to abide by conditions and rules below and understands that an event could be cancelled and the damage deposit and rent forfeited if the terms of this agreement are not followed or if illegal or unsafe activities occur.

  1. Site Map
    A site plan/map and event notice must be attached. The site plan/map includes: (1) barricade locations; (2) vendor locations; (3) portable restroom locations; (4) trash receptacle locations; and (5) streets requested for closure.

  2. Security Plan
    Security requirements will be determined in coordination with the Wichita Police Department’s “Guidelines for Estimating Crowd Control Workforce.” The event promoter will be required to hire police or security officers as security on the event site. Approval of security plan by Police Department is required prior to proceeding with other arrangements.

  3. Trash Receptacles
    The number of trash containers shall be based upon industry standards for sanitation and public convenience and will include consideration of the type of food and packaging. Trash service will include servicing during an event of four hours or more and picking up of all trash and debris left after the event. Trash containers may be located only in areas approved by the City. Public property shall be restored to a clean and orderly condition.

  4. Portable Restrooms
    The number of portable restrooms shall be based upon industry standards for sanitation and public convenience. The plan must provide for service during the event if planned for four hours or more. Portable restrooms may only be located in areas designated/approved by city staff.

  5. Food Vendors
    Food vendors must be licensed/inspected through the Department of Environmental Services. A list of vendors must be submitted with the special event application. (Environmental Services at 268-8351)

  6. Alcohol
    If alcohol is served, lessee assumes any and all responsibility arising from consumption of said alcohol. If alcohol is to be sold at the event, user will provide owner with proof of insurance and alcohol license information of the bartender or catering service used.

  7. Traffic Flow Plan
    Please attach the traffic flow plan or include as a part of the site map. The traffic flow plan should include any information that will impact the flow of traffic, such as requested street closures; route for parade, run/walk; or any other request impacting the flow of traffic.

    The event promoter is responsible for obtaining/placing barricades to close the streets in accordance with requirements of the Police, Fire and Public Works Departments. Barricades may be borrowed from Park Maintenance, subject to availability. The event promoter must pick up and return barricades. NOTE: Only temporary street markings are allowed and must be removed immediately upon completion of the event.   8. Permits/Licenses
    The event promoter shall be required to obtain all permits, licenses and certificates and pay such fees as may be required by the City or State. The event promoter shall be responsible for compliance with beer and liquor laws (liquor licenses) as well as all other laws and ordinances in the conduct of the event.   9. Park Facilities
    Arrangements for park boulevards, park shelters, portable stage and/or any other park facilities/equipment must be made directly with Park Department. (Park Department at 268-4361)

  10. Wichita Farm and Art Market Plaza
    CityArts must approve arrangements for use of the Wichita Farm and Art Market Plazas and public parking lots in Old Town. (CityArts 337-9044). User must be on site to accept delivery and supervise set-up of items or facilities.

    A damage deposit is required when renting the Wichita Farm and Art Market Plaza. If user restores Plaza to its original condition, the damage deposit will be refunded to user within 30 days. If damage occurs or the rental area is not left clean, any restoration costs will be deducted from the damage deposit. User is responsible for any restoration costs in excess of the damage deposit.

    If the event involves multiple days, user is responsible for interim clean-up at the end of each day immediately after cessation of activity. User is responsible for cleaning the Plaza, surrounding area, and adjacent parking lots.

    Owner will ensure that electrical outlets are available in the Plaza for use during the event. If electrical requirements are greater than availability, a generator may be needed. Generators will be the responsibility of the user.

  11. Advertising/Signage on the Plaza
    User shall provide owner with details of any advertising for the event and any sponsors supporting the event. All advertising must specify the site of the event as the Wichita Farm and Art Market Plaza.

    All decorations must be approved in advance by owner and must be placed in such a manner as to not deface the Plaza. Lessee shall not attach signs or posters to any property. This includes but is not limited to railings, buildings, light poles, traffic signals, trash receptacles, trees, etc. The City of Wichita will prosecute all violators.

    CityArts must give approval for the placement of all signage/banners used on the Wichita Farm & Art Market Plaza during (and only during) the event. No posters, etc. are allowed on the Plaza or in the Old Town/Downtown area.

    Any tents or similar structures used on the Plaza must utilize existing tie downs. User shall not make permanent changes to the Plaza.

  12. Certificate of Insurance
    The event promoter shall be required to maintain insurance reasonably acceptable to the City covering all aspects of the event in a minimum amount of $500,000 public liability insurance and $50,000 property damage insurance, in addition to other insurance as required by law. The insurance policies must include the City of Wichita and its agencies as additional insurance.

  13. Noise Level
    The event promoter shall be required to ensure that sound levels do not exceed that which is appropriate for the event area and its location. The promoter will respond in a timely and effective manner to requests of the city’s representatives concerning the sound level.

    The WPD or authorized representatives of the City shall have the authority to cancel musical performances or events for substantial or repeated violations.

  14. Event Times
    The cut-off time for all events shall be 10:00 p.m. and the event promoter is specifically responsible for compliance. The City Council has the right to waive such cut-off time for occasional and special events of community-wide interest, upon showing the need for such waiver. The promoter will be responsible for compliance with laws and ordinances regulating the times of events.

  15. Miscellaneous
    No excavation will be made on public property or objects/promotional items placed or attached to public property except as expressly approved in writing (or by permit). The event promoter shall be required to abide by such other requirements as may be reasonable for the approval of the application.

    All City and state ordinances and laws must be observed. User shall be responsible for any fines or penalties incurred by user or user’s guests, employees, agents or other individuals with user.
