With the completion of the hearings, City Manager Wells appointed H.H. McCall as Chief, and Captain P.M. Wendel was made Assistant Chief. Upon taking office, Chief McCall stated that there would be no more politics played in the department. He made this clear by terminating two disbelievers - it was apparent that he meant business. Meanwhile, Chief McCall continued the effort to upgrade the department. A new machine was purchased for No. 6 Station, the "Bull Wagon" was converted to a hose wagon, and the faithful old steamer was given a rest, hopefully, never to see action again. Finishing touches to the new alarm system were made as the PBX and Gamewell control booth was installed in a spacious booth in the center of Central Station. A new Fire Inspector John Gorman was named to replace former Inspector Earl Saunders who had taken over as drill master.

More involvement in Fire Prevention by the department, and a very active Chamber of Commerce Fire Prevention Committee would continue to keep Wichita in the national spotlight as a progressive department. As a public service program started by former Chief Brownewell, firemen continued and expanded an annual Christmas toy repair program at all stations. The collection was made by the Salvation Army and distribution by the Civitan Club.

In late November, 1927, while responding to an alarm, a fireman Tom Sladick was thrown from a skidding machine at the corner of 9th and Poplar, and crushed beneath the heavy wheels of the apparatus. In response to the urgent need for blood, seventy-five brother firemen volunteered to give transfusions, however, he died thirty-six hours later.
