The negotiations process had traditionally been a hard fight between union representatives and city officials, however, a complete breakdown in the negotiation process lead to an unprecedented strike by nearly all firefighters below the rank of lieutenant. The strike began in mid-September and lasted for 10 days. When firefighters returned to work, the task of restoring good working relations between all personnel would become one of Chief Hobbs' top priorities.

As a result of the strike, firefighters were offered a guaranteed 10 percent annual raise over the next three-year period.
1979 brought about another change in the pension plan. Although retirement could be still done after 20 years, the pension could not be drawn until the age of 50.
Chief Hobbs announced his plans to retire in May of 1980 and the search for a new chief was underway.
