Judge Shull attended the University of Copenhagen, Denmark and Washburn University. He received his undergraduate degree in 1968 and his Juris Doctorate in 1971. Judge Shull was an Assistant City Attorney for the City of Wichita from 1972 until 1979 handling personnel, civil rights, labor negotiations, and District Court appeals of City cases and other matters as assigned.
He was in the private practice of law from 1979 until 1987 handling labor law, oil & gas matters, bankruptcies and commercial litigation for labor unions, oil companies, banks, and other businesses. He joined the FDIC in 1987 and handled litigation arising from banks that had closed in Kansas. In 1990 his office was transferred to the RTC to supervise the litigation arising from Savings and Loan Associations closed in Kansas. While at the RTC he was assigned as counsel to a special national task force created to draft and supervise the audit system for contract loan servicers nationwide.
In 1995, Judge Shull was appointed to establish the Drug Court in Wichita, which remains the only Drug Court in the state of Kansas.
