Wichita Bicycle Ordinance regulations apply to any bicycle operated on any sidewalk, street, highway, public park, playground, or other property-owned or under the jurisdiction of the city or its agencies.
License Required
Before operating a bicycle, a $7.50 license must be obtained and placed on the bicycle. No fee is charged to the physically incapacitated whose only means of transportation is a specially constructed bicycle. Licenses expire upon the transfer of ownership of any bicycle. The new owner has ten days to apply for a new license. Transfer of a bicycle within a family does not require a new license.
Destruction of Licenses or Serial Numbers Prohibited
Licensees or the frame serial numbers may not be removed or altered.
Traffic Regulations
Bicyclists must ride with traffic and within five feet of the right-hand side of the street. Exceptions are made for persons fourteen years or older under the following conditions: riding two abreast; passing another vehicle; turning left; avoiding unsafe road conditions; or riding on a one-way street, in which case the bicyclist may also ride within five feet of the left-hand side of the street.
Brakes
All bicycles must be equipped with brakes which will enable the operator to make the braked wheel skid on dry, level, clean pavement.
Carrying Passengers
No more than one person may ride on a single-seated bicycle. Children under five may ride in a bicycle seat attached to the rear of the bicycle or in a backpack.
Bicycles on Sidewalks
Riding a bicycle on a sidewalk is legal except in the central business district. A bicyclist on a sidewalk or a crosswalk must yield right-of-way to pedestrians and must give an audible signal before passing any pedestrian.
Parking of Bicycles
It is unlawful to park a bicycle on any public place that is within one block of a bicycle rack, blocks pedestrian travel, or presents a traffic hazard.
