The Technical Advisory Committee generally consists of representatives from City departments that are responsible for planning, designing, constructing, maintaining, and policing public bicycle facilities. Planning Team: This team consists of Planning Department staff and staff from Toole Design Group. The Planning Team is responsible for organizing the meetings and events; data collection; technical analysis; and writing the Plan document. The Planning ProcessThe planning process is anticipated to last from the summer of 2011 to the fall of 2012. The planning process will consist of three different planning phases listed below. On October 4th more than 178 people participated in the Wichita Bicycle Master Plan Open House. Participants provided important input on Plan objectives, priorities, future facilities and other Plan elements. The Open House included a series of listening stations where individuals provided written and verbal comments. In addition, it included a presentation on the planning process and examples of bicycle facilities from communities around the United States. Opening remarks were made by Council Members James Clendenin and Lavonta Williams.

On September 1, 2011 the City of Wichita opened the Wichita Bicycle Master Plan online public survey. Over the span of three months more than 1,600 surveys were recorded. The survey questions focus on why participants do or do not bicycle in Wichita.

On September 1, 2011 the City of Wichita also opened the Wichita Bicycle Master Plan CommunityWalk, an interactive online map, for public comment. The CommunityWalk system provided participants an opportunity to place markers, paths, and descriptive comments to the online map. This information allowed participants to indicate the location and comment on existing conditions, and to recommend locations for future improvements.

On March 8, 2012 approximately 80 individuals participated in the Better Block Community Walk. The Community Walk provided participants an opportunity to walk the site and to discuss ideas to make the street more bicycle, pedestrian, and transit friendly; ways to add public art, and the creation of pop-up shops during the Better Block event in late April. Participants were also asked to volunteer for three different teams: Street, Entertainment, and Pop-up Shops. The Team Better Block staff will be coordinating with the volunteer teams to help organize the Better Block event.
Funding
This project receives funding from the U.S. Department of Energy’s Energy Efficiency and Conservation Block Grant Program (Award Number DE-E0000726), which is helping local communities to develop, promote and implement energy efficiency and renewable energy projects. Metropolitan Transportation Plan 2035The Metropolitan Transportation Plan (MTP) 2035 is the blueprint for all regionally significant transportation projects and activities through 2035. It is a 25 year strategic plan for maintaining and improving mobility within and through the region. The MTP 2035 is very important for the region because it allows local jurisdictions access to federal transportation funds. It also provides recommendations and strategies to achieve a safe, efficient, accessible, and affordable transportation system.
Sedgwick County Parks and Pathways PlanThe Sedgwick County parks and Pathways Plan is the currently adopted guide for the development of bicycle facilities within unincorporated Sedgwick County. This plan was adopted as a joint City of Wichita and Sedgwick County Plan. However, the City replaced this plan with the 2008 Wichita PROS Plan.
Wichita-Sedgwick County Comprehensive PlanThe Wichita-Sedgwick County Comprehensive Plan serves as the overall guide for the City of Wichita and Sedgwick Count. It is important for the proposed Wichita Bicycle Master Plan in many ways, especially because it identifies the 2030 Future Growth Area for the City of Wichita.
Wichita Citizen SurveyIn 2006, the City of Wichita initiated a citizen survey to discover how City residents rated various services offered by the City and the conditions within the City. The ease of bicycle travel was one of the community characteristics rated.
The City of Wichita also conducted a 2010 Citizen Survey. This survey showed that the ease of bicycle travel in the City of Wichita was one of the three least positive ratings by the citizens of Wichita.
Map of Existing and Planned Bicycle Trails and PathsStaff have compiled a map of existing and planned bicycle paths and trails. The planned facilities are based on an interpretation of the adopted plans.
Subdivision RegulationsThe division and improvement of lands within Wichita or portions of unincorporated Sedgwick County must comply with the Wichita-Sedgwick County Subdivision Regulations. The Subdivision Regulations regulate many elements of the physical environment, including parking and street designs.
WAMPO Freight PlanThe WAMPO Freight Plan (2010) identifies the roadways that have been designated as truck corridors. This is an important consideration when planning a bicycle network, because special considerations must be taken into account if people are encouraged to bicycle along corridors identified for more intensive use by large freight vehicles. In some cases, a more efficient and effective method is to find alternate bicycle travel facilities adjacent to the tuck corridor.
WAMPO Safety PlanThe WAMPO Safety Plan (2010) addresses how safety in the region can be improved and the number of road crashes reduced. It provides information about the type of crashes, how they occurred, and where they were located. This can be useful information to identify areas that need special attention when planning for bicycle accommodation.
Downtown Wichita Streetscape Design GuidelinesThe Downtown Wichita Streetscape Design Guidelines (2010) provide guidance for how downtown streets should be designed. The guidelines recommend what type of features should be located within the rights-of-way, how the lanes should be configured, and what the look and feel of the street should be. The Downtown Wichita Streetscape Design Guidelines are important for bicycling in Wichita because they provide guidance for how certain types of downtown streets should accommodate people riding bicycles and how the City can provide facilities for people to park their bicycles.

This is important, because the configuration of parking can impact the type and location of bicycle accommodations recommended in downtown.
