Neighborhood Plans Summary

  The following list represents an inventory of neighborhood and area plans developed by stakeholders with the assistance of the Metropolitan Area Planning Department. Through these plans citizens are able to define issues affecting their community and ways to address those concerns and improve their neighborhood. Many of the plans provide outlines or lists positive steps that stakeholders wish to see undertaken to bring about positive change in the respective neighborhood/area. Copies of these plans are available online by clicking on the link (in the right column), at local Wichita libraries, or the Planning Department on the 10th floor of City Hall.

21st Street North Revitalization Plan The concepts in this revitalization plan were shaped through a collaborative planning process. Input was received from a Steering Committee representing local land owners, businesses, and residents as well as from City staff and other public agencies. The Plan reflects the common desire to revitalize the 21st Street North corridor and considers transportation, market, land use, urban design, and property ownership patterns. The Plan was adopted in December of 2004. click here to view the plan
47th to 55th Street South Joint Area Plan In mid-2007, the City of Derby, the City of Wichita, and Sedgwick County formed a joint Committee to begin coordinating and planning for the potential future extension of municipal water and sewer services into the Plan Area depicted on the attached map. The Committee has worked for several months collecting and evaluating information, and drafting a tri-jurisdictional approach that reflects both current trends and the potential ability to extend municipal services, should further development expand into this area over the next 20 years.

The plan contains an existing conditions analysis of natural features, land uses and services, population and employment projections, development trends, and zoning and land use policies affecting the Plan Area. A Future Land Use Concept has been proposed (out to the year 2030) that will serve as a guide for all three jurisdictions to use when making decisions about future development and municipal servicing requests.

Arena Neighborhood Redevelopment Plan The construction of the Intrust Bank Arena will serve as a catalyst for redevelopment in downtown Wichita and it is important to plan for that redevelopment. The City partnered with Sedgwick County and the Wichita Downtown Development Corporation in formulating the Arena Neighborhood Redevelopment Plan. The boundaries of the plan area are: S. Main Street on the west; the central rail corridor on the east; the Kellogg freeway on the south and E. Douglas Street on the north. Center City Neighborhood Development  Plan The document, A Development Plan for the Center City Neighborhood, adopted in February 2000 by the Wichita City Council, was developed with the involvement of the Center City Organized Revitalization Effort (C.O.R.E) organization. The plan area consists of the northern portion of Downtown Wichita. The plan focuses on a strategy to revitalize the area through community development, infrastructure improvements, and attracting new housing. The plan contains an inventory of existing conditions, housing market overview, and the historic qualities of the area. click here to view the plan
Central Northeast Area Plan Update The Central Northeast Area Plan Update (CNE Area Plan) was developed by twelve neighborhood associations, two housing development organizations, and other area non-profits to guide the revitalization of the area. The CNE Area Plan provides the vision for the revitalization of the CNE Area community and serves as a toolbox for area neighborhood associations, including action items that provide step-by-step project guides and contact information for local resources. Delano  Neighborhood Revitalization Plan Adopted by the Wichita City Council in March 2001, the Delano Neighborhood Revitalization Plan encompasses portions of West Douglas Street and surrounding areas. This neighborhood plan calls for revitalization through infrastructure improvements, the use of design guidelines, and the encouragement of mixed-uses in the neighborhood. Major infrastructure improvements called for in the plan have been realized in 2003 including new sidewalks, roundabouts, and traffic calming infrastructure. click here to view the plan
Derby-Mulvane Joint Area Plan The Derby-Mulvane Joint Area Plan is a guide for the area located between the City of Derby and City of Mulvane, bounded by the Derby City limits and 87th Street to the north; 127th Street to the east; a half mile south of 103rd Street and the Mulvane City limits; and the Arkansas River to the west. The plan helps to coordinate area stakeholders helping to ensure that residents of the area will have a high quality of life and access to efficient services. In order to achieve this, the plan presents a recommended vision of the area by the year 2030 and the actions necessary to achieve the vision. A total of 17 strategies are identified to implement the plan. These strategies identify the lead organization, estimated costs, and estimated duration to accomplish them. They are organized according to the objective and goals that they help to accomplish. click here to view the plan
Project Downtown In late 2008, Wichita Mayor Carl Brewer met with citizens throughout the community to discuss a vision for a vibrant downtown. The response from the community to the Mayor’s vision was overwhelmingly positive. The Wichita City Council voted its approval for the appointment of a steering committee to further engage the public on the plan's vision. Partnerships were forged and in the Fall of 2009 a design team was selected to prepare a downtown master plan. Hilltop Neighborhood Revitalization Plan Addressing a situation similar to that in the Planeview neighborhood, A Revitalization Plan for the Hilltop Neighborhood addresses the needs and issues in one of Wichita’s most unique neighborhoods. Within the plan is a historic overview of the neighborhood, an inventory of present conditions, and recommended actions for community and neighborhood improvement. The Hilltop plan was adopted in August 2000 by the Wichita City Council. click here to view the plan
K-96 Corridor Economic Development Plan The K-96 Corridor Economic Development Plan represents a collaborative effort that spans the border of two counties and intersects four communities. The counties of Reno and Sedgwick and the communities of Maize, Mt. Hope, Haven, and South Hutchinson have come together to plan for the future of the K-96 Corridor. The Corridor currently serves as the primary transportation route between Wichita, on the southeast, and Hutchinson on the north. K-96 represents one of the most heavily traveled state highways within Kansas, allowing people to easily commute between two prominent Kansas cities. The counties and municipalities have created and supported this collaborative effort for the benefit of the region. click here to view the plan
Midtown Neighborhood Plan The purpose of this neighborhood plan is to develop a strategic plan for the Historic Midtown Neighborhood that addresses key issues and concerns regarding the conservation and revitalization of the area. The Planning Area that has been identified is bounded by Murdock to the south, 18th Street N. to the north, the Union Pacific (UP) BNSF Railway to the east and the Little Arkansas River to the west. This is an issue-oriented planning document that includes strategies to address the objectives outlined therein. Components of the plan include a land use concept that generally reflects current and desirable land uses, the redevelopment of the UP Railroad Corridor, redevelopment guidelines for developers, and a linear park with a bike path and special landscaping for beautification, safety and drainage management. The plan was adopted in mid-2004.

McAdams Neighborhood Revitalization Plan

The McAdams Neighborhood Revitalization Plan provides a look into one of Wichita’s oldest and most distressed neighborhoods. The plan contains a vision statement and goals with the action plans and implementation strategies to realize them. The goals within the plan address issues such as the development of new housing stock, creation of a neighborhood park, and redevelopment of the Dunbar Theatre. This plan was adopted by the Wichita City Council in May of 2003.

Oaklawn/Sunview Neighborhood Revitalization Plan  In late 1999, Sedgwick County, the Oaklawn Improvement District and Community Housing Services recognized that the Oaklawn/Sunview Neighborhood was in need of a planning study to develop strategies for the revitalization of the area. Many independent initiatives had been taken over the past several years by various interested groups, particularly the Oakview Neighborhood Association, to improve the area. However none of the initiatives comprehensively addressed the needs of the area and brought the full breadth of stakeholders into the planning process to achieve the desired results. Consulting proposals were solicited to develop a Neighborhood Revitalization Plan in early 2000, resulting in the Oaklawn/Sunview Neighborhood Revitalization Plan. click here to view the plan
South Central Neighborhood Revitalization Plan In May 2006, the South Central Neighborhood Plan was adopted as an element of The Wichita-Sedgwick County Comprehensive Plan, to guide long-term redevelopment and revitalization efforts in the South Central Neighborhood. The South Central Neighborhood is bound by Kellogg on the north, the Arkansas River on the south and west, and Washington and the railroad tracks from Pawnee to the Arkansas River on the east.

The South Central Neighborhood Plan outlines the community’s vision of what the South Central Neighborhood will be like in 2030. This vision is based upon an assessment of the neighborhood’s top issues and the changes desired to address those issues. Fourteen goals have been identified to accomplish this vision. A total of 36 implementation initiatives are identified in the plan. The implementation initiatives detail the specific objectives and strategies to achieve the plan’s goals.

South Wichita/Haysville Area Plan The 2002 South Wichita/Haysville Area Plan has been adopted by the Wichita City Council and Sedgwick County Commission. The Plan was developed through a joint effort between the City of Wichita, City of Haysville, and Sedgwick County. The Plan contains an assessment of area conditions, listing of priorities, goals, objectives, and strategies. As a tool, this plan acts as a guide for more orderly development of the area and a better quality of life for residents and stakeholders. click here to view the plan
Wichita Park, Recreation and Open Space Plan The PROS Plan describes Wichita’s park and recreation system for the next ten to twenty years. Developed over eighteen months with the participation of more than 2,900 residents, this Plan presents a vision for parks, recreation, and open space. It recognizes the central role of Wichita’s park and recreation system in building community, supporting human development, preserving natural areas, and enhancing quality of life and the local economy. Although Wichita has some of the elements needed to become a great park and recreation system, it has lacked both public support and funding to become all it can be. With the development of the PROS Plan, the City must make decisions about its future. These decisions will either lead to continued inequities in service and deterioration of existing parks or to a reinvestment in a revitalized parks and recreation system. click here to view the plan

McConnell AFB Joint Land Use Study In September 2004 the County of Sedgwick, Kansas received financial support from the Office of Economic Adjustment (a DoD agency) to initiate a Joint Land Use Study relating to McConnell Air Force Base. Located in Sedgwick County in south-central Kansas, McConnell AFB is part of the greater Wichita metropolitan area which is home to a number of aircraft manufacturing plants and other aircraft related industries. The team of RKG Associates, Inc. and Ricondo & Associates, Inc. was retained to assist the inter-jurisdictional partnership of the City of Derby, the City of Wichita, Sedgwick County, and McConnell AFB, under the coordinating efforts of the Wichita-Sedgwick County Metropolitan Area Planning Department (MAPD), in preparing this JLUS. North Old Town Public Infrastructure Assessment An Oversight Committee, consisting of City staff members, two Old Town Association members, four Central Area Development Group representatives and private sector representatives, were appointed by the City Manager to provide direction in the development of this assessment. The Committee met once a month from September 2006 through February 2007 to review the condition of existing public infrastructure and other factors influencing redevelopment potential, and to develop improvement recommendations. The boundaries of the study area are: the central rail corridor on the west; properties fronting the east side of Washington Street on the east (extending south to 1st Street); 2nd Street on the south and Central on the north. click here to view the Assessment
Douglas Design District Streetscape Improvement Plan The Plan was developed by a 17-member Plan Steering Committee comprised of key East Douglas business and neighborhood stakeholders appointed by the City Manager in the fall of 2008. The Plan contains a vision statement and goal that describe what a transformed, revitalized, vibrant and attractive East Douglas Avenue should look like in the year 2020. Guiding principles are also incorporated that serve as benchmarks for the recommended design concepts and streetscape improvements. A total of 12 design concepts and streetscape improvements are recommended in this Plan. Cost estimates have been calculated, and a possible plan implementation and funding approach is suggested. It is important to recognize that the recommended design concepts and streetscape improvements are subject to further changes and refinements. click here to view the Plan
Downtown Wichita Streetscape Design Guidelines The Downtown Wichita Streetscape Design Guidelines is the result of years of planning activities. These guidelines help to implement several planning initiatives and represent their spirit and intent through a comprehensive design framework. This framework serves one basic purpose – to help improve the sense of place in downtown Wichita.

The cornerstone of the Streetscape Design Guidelines is an innovative implementation model that integrates context-based design into downtown’s street environment. To this point in time, streetscape design has largely been decided on a project-by-project basis, with a few consistent design features. These guidelines will provide a set of cohesive design principles for future street improvements, enhancing the beauty of downtown and improving mobility.
