Wichita Police Department's 2011 Goals & Strategies The Wichita Police Department’s mission is to provide professional and ethical public safety services in partnership with citizens to identify, prevent and solve the problem of crime, fear of crime, social disorder and neighborhood decay, thereby improving the quality of life in our community. The Department Command Staff has identified specific goals, strategies, and performance measures that will guide the department in 2011. The Police Department 2011 goals are result oriented and value based. 1. Research and develop a reorganization plan for the Wichita Police Department and submit recommendations to staff regarding implementation. Strategies · Coordinate with command staff members to develop the department’s reorganization process. · Collaborate with Wichita State University (WSU) to review reorganization information for implementation. · Submit recommendations to Executive Staff. Performance Measures · Monitor the number of meetings with command staff to develop the phases of the reorganization project. · Review and/or revise job descriptions for sergeant and lieutenant’s positions. 2. Track ICMA performance measures by entering the Wichita Police Department’s statistical data into the ICMA’s electronic template. Strategies · Work with WPD, Finance, and other staff to accurately track and compile necessary data. · Include 17 Core Measures as benchmarks for the Performance Measurement Report and budget book. Performance Measurements · Submit all appropriate data on or before the due date and in the proper format. · Attend training as necessary. · Identify missing or erroneous data and research causal factors. 3. Continue the Burglary Reduction Committee and Strategy. Strategies · Department will work with District Attorney’s Office, Adult Probation and Sedgwick County Probation Office on a comprehensive burglary reduction project. · Compose a plan on how to address convicted burglars who are on probation and reside in Wichita. · Educate citizens regarding implementing burglary prevention measures. · Develop a written plan that can be disseminated to each Division regarding how to address the burglary issues in the City of Wichita. · Continue to provide educational material by utilizing media outlets (Face book, Twitter, You Tube). · Utilize the Pawn Shop database more effectively to identify and recover stolen property. · Establish a prioritized list of active burglars and focus on their additional criminal activities. Performance Measurements · Track meetings with the District Attorney’s Office, Adult Probation and County Probation. · Track the number of arrests, cases cleared and special assignments. · Track IMPACT meetings in affected areas. · Track the number of social media hits on the WPD site. · Track convicted burglars being released back into Wichita and aggressively ensure they are abiding by their restrictions. · The Pawn Shop strategy will be tracked by the amount of property recovered at pawnshops. 4. · Focused DUI detection and enforcement assignments.
· Track normal and report special enforcement productivity.
Performance measure:
· ICMA- Fatal Accidents / 1000 population – Benchmark = .05
· ICMA – DUI Arrests / 1000 population – Benchmark = 4.04
· COW – Total accidents – Benchmark = 14,500
5. Maintain Part One clearance rates that are at or below the previous 5-year average.
Strategies:
· Monitor crime trends with citizens and field service officers so that prompt arrests/prosecution can be made to help insure clearance.
· Meet quarterly with District Attorney to discuss charging rates and changing protocol.
· Homicide – 82.4%
· Rape – 78.1%
· Aggravated Assault – 70.3%
· Robbery – 38.5%
· Burglary – 17%
· Larceny – 23.5%
· Auto Theft – 17.8%
6. Revise protocol and policy to reflect changing laws or attitudes regarding club licensing, temporary entertainment districts, massage parlors, or other vice related crimes.
· Meet with legitimate stakeholders such as bona fide massage providers and well run clubs to gather information regarding license requirements.
· Document crime trends that surround clubs or massage parlors.
· Continue working with State of Kansas ABC and the City Council regarding newly evolving temporary entertainment districts and alcohol licensing issues.
· Develop a standard operating procedure, delineating roles and protocols for detectives assigned to investigate vice-related crimes.
· Promptly investigate complaints and quantitative calls.
7. Transition Animal Control into the Wichita Police Department.
· Work with Public Works, Budget Office, and WPD staff to develop operating budget, transition resources, and integrate operating policies.
· Train Animal Control personnel on WPD processes and procedures.
· Routinely review and revise 2011 operating budget to more accurately reflect the needs of the operation during budget process.
· Develop specific Animal Control policies within the current Policy Manual.
· Update current WPD policies to reflect the addition of Animal Control to the Department.
· Demonstrate the ability of Animal Control personnel to operate within the WPD environment.
8. Coordinate and implement the roadmap for the Department’s 2012-2016 Strategic Agenda for community input.
· Coordinate with department members and command staff to develop a process.
· Conduct internal survey with Department members for input.
· Track the number of meetings to collaborate with department members, community members, business community and citizen organizations for participation and input for the department’s Strategic Agenda.
· Track the number of surveys distributed and returned.
· Submit the recommendations of focus group.
· Conduct Sgt./Lt./Command retreats for discussions with Staff.
9. Develop and implement a Wichita Police Department Records Retention and Destruction Schedule and Policy.
· Identification of records and documents used by the Wichita Police Department and the applicable statutes and codes that govern their retention and destruction.
· Development of a document that will detail the retention of Wichita Police Department Record Retention and Destruction.
· Create a policy to be used by the Wichita Police Department as a guide for Record Retention and Destruction.
Performance measures:
· The workgroup research will be 100% complete by March 11, 2011.
· The development of the Wichita Police Department Record Retention and Destruction document will be 100% complete by March 11, 2011.
· The Wichita Police Department Record Retention and Destruction Policy will be 100% complete by June 30, 2011.
10. Work with the City Manager’s Office to develop a presentation format for the revised City Manager’s Citizen Review Board.
· Develop a summary of investigations information such as racial profiling, use-of-force and others to present at the quarterly meeting.
· Obtain feedback from Board members regarding additional information.
· Present investigations that are appealed by citizens.
· Track statistical presentations and information provided to the Citizen Review Board.
· Revisions or requested information from the Board members.
· Citizen investigations appealed and disposition.
