Joyce Myer
Non-Sworn Employee of the Year

K. Kelly Jones DVM
Volunteer of the Year

Lt. Landwehr is a 27 year veteran of the Wichita Police Department and currently assigned to the Homicide Section of the Wichita Police Department Investigations Division. In March of 2004 the BTK serial killer resurfaced in our community.  Lt. Landwehr was by far the most familiar member of the Wichita Police Department reference this serial killer and his crimes that spanned 30 years. Lt. Landwehr devoted countless hours in 2004/2005 to the identification and apprehension of the BTK suspect.  Lt. Landwehr had the unique ability to organize a sizeable task force, allocate resources, plan strategically, and communicate with the citizens of our community during a time of intense pressure and public scrutiny.  Few investigators in the nation can say they have shared the same dedication to the apprehension of a lone offender. The investigative efforts   successfully culminated on Feb 25, 2005 with the arrest of Dennis Rader. Lt. Landwehr is a credit to his Department and has represented us, often at the national level, in an exemplary manner.

Joyce Myer is a 29 year veteran of the Wichita Police Department and currently serves as an Associate Accountant in the Support Services Division of the WPD.  She is  experienced and knowledgeable as to the responsibilities of the processing of accounting, purchasing, payment and travel/training paperwork, which are duties that are essential to the operation of the Police Department.  Her attention to detail and the quality of her work is exemplary even with the tremendous amount of paperwork that she processes daily. Joyce's attention to detail and the quality of her work have been instrumental in saving the department money. Joyce is a valuable resource and asset who quietly behind the scenes positively impacts the day-to-day budgetary issues  and operations of the Wichita Police Department.

Dr. Jones has been a tremendous asset to the Wichita Police Department in 2004 and 2005.  In January of 2004 she attended training in Las Vegas in order to complete her continuing education requirements for her profession.  One of the seminars that she attended discussed the connection between animal abuse and domestic violence.  She was touched by the fact that an abuser of animals is usually abusing their domestic partner.  In addition she learned that about two-thirds of abused women do not want to leave their home for fear their pets will become the victim of abuse.  Upon learning there was no existing program in Wichita for domestic violence victims and their pets to find a safe haven she devised a plan to assist.  The plan is now known citywide as Pets in Crisis.  From March-July 2005 there were 10 animals taken into the program and placed into temporary foster homes.  Out of those animals, 6 had already been abused.
