Hello...I'm Officer Patrick Mallard and I'm your new 41 Beat Coordinator. I would like to take this opportunity to introduce myself and say how excited I am to be part of this community. I have been an officer with the WPD for 10 1/2 years. During that time I have worked as a beat officer, night traffic officer (DUIs, fatal accidents, etc.), and beat coordinator. I just transferred from the West Bureau where I was the 14 beat coordinator for 1 1/2 years. Also I am one of only two law enforcement officers in the state of Kansas to be certified as a Certified Fraud Examiner. A Certified Fraud Examiner is a leader in the anti-fraud community, noted as a specialist in the prevention and detection of fraud. To get certified, I had to take a yearlong course and take an 8-hour written test.
Winter Driving Tips from the national Safety Council
Driving safely on icy roads
Decrease your speed and leave yourself plenty of room to stop. You should allow at least three times more space than usual between you and the car in front of you.
Brake gently to avoid skidding. If your wheels start to lock up, ease off the brake.
Turn on your lights to increase your visibility to other motorists.
Keep your lights and windshield clean.
Use low gears to keep traction, especially on hills.
Don't use cruise control or overdrive on icy roads.
Be especially careful on bridges, overpasses and infrequently traveled roads, which will freeze first. Even at temperatures above freezing, if the conditions are wet, you might encounter ice in shady areas or on exposed roadways like bridges.
Don't pass snow plows and sanding trucks. The drivers have limited visibility, and you're likely to find the road in front of them worse than the road behind.
Don't assume your vehicle can handle all conditions. Even four-wheel and front-wheel drive vehicles can encounter trouble on winter roads.
If your rear wheels skid...
Take your foot off the accelerator.
Steer in the direction you want the front wheels to go. If your rear wheels are sliding left, steer left. If they're sliding right, steer right.
If your rear wheels start sliding the other way as you recover, ease the steering wheel toward that side. You might have to steer left and right a few times to get your vehicle completely under control.
If you have standard brakes, pump them gently.
If you have anti-lock brakes (ABS), do not pump the brakes. Apply steady pressure to the brakes. You will feel the brakes pulse -- this is normal.
If your front wheels skid...
Take your foot off the gas and shift to neutral, but don't try to steer immediately.
As the wheels skid sideways, they will slow the vehicle and traction will return. As it does, steer in the direction you want to go. Then put the transmission in "drive" or release the clutch, and accelerate gently.
If you get stuck...
Do not spin your wheels. This will only dig you in deeper.
Turn your wheels from side to side a few times to push snow out of the way.
Use a light touch on the gas, to ease your car out.
Use a shovel to clear snow away from the wheels and the underside of the car.
Pour sand, kitty litter, gravel or salt in the path of the wheels, to help get traction.
Try rocking the vehicle. (Check your owner's manual first -- it can damage the transmission on some vehicles.) Shift from forward to reverse, and back again. Each time you're in gear, give a light touch on the gas until the vehicle gets going.
New Drug Paraphernalia Law
Attention retailers:
New Kansas drug paraphernalia law is now in effect.
It is now illegal for stores to offer for sale items that are intended or designed for use to consume or ingest illegal drugs.

Illegal items under the new law:
· Glass/metal pipes
· Bongs and water pipes
· Pipes disguised as pens, incense, key chains or other
items
· “Jewelry” or “Postal” scales
· This list is not all-inclusive.

Penalties for the sale of drug paraphernalia:
· Up to 24 months in prison
· Fines up to $100,000
· Possible forfeiture of assets
Local law enforcement officers conduct random, unannounced inspections of retailers to ensure compliance.
Communities that have paraphernalia for sale in
retail stores establish unhealthy conditions that
make it more likely that kids will use illegal drugs.

Prostitution
If you notice strange activity that you feel is related to Prostitution, please call 911. You do not have to be contacted in person, but I would implore you to ask the dispatcher to have responding Officers contact you by phone. There can be a world of difference in our response to these type of calls if we can actually speak to the person that has observed the activity versus just calling 911 and saying "There's a Hooker at 11th and Broadway."
Please feel free to visit the City of Wichita's Prostitution Website so that you may recognize criminals that may be near your homes or places of business.
Graffiti
Please call The Office of Central Inspection at 268-4481 for graffiti complaints and removals.
I you have any information about the identity of anyone painting any graffiti on property that is not theirs, please report it to the Wichita Police Department.
Graffiti destroys the sense of safety and ownership of your neighborhood and gives the criminals the impression that the people that live there don't care.
Here's what you can do to help:
Keep an eye out for suspicious behavior, paying special attention to individuals or groups who are loitering.
Improve lighting on your property, consider installing motion detector lights in order to discourage vandalism and thefts.
