New Information:  Holiday Season has arrived!!!

Safe Shopping Tips

Safeguard Your Money

Leave the oversized purse at home and put the cards and cash you need in a wallet close to your body, preferably under a Jacket or sweater. Having to reach under your sweater to get to the wallet in your breast pocket will lessen the chance your pocket will be picked.

Protect Your PIN Number

Stand between the next person in line and the debit card machine when entering your pin number. Do not worry about being rude, it is impolite to stand in view of a person’s personal banking information.

Secure Your Purchases

The bait-and-switch trick is popular during the holidays where someone will switch worthless bag for yours when you are not looking. Do not look away. Keep eye or a hand on your bag at all times.

Keep It Light

Do not try to carry a large number of bags around. After collecting three or so bags, take them to your car, and put them out of sight in a securely locked compartment.  This way you can shop in comfort and have less of a chance of losing your purchases to criminals.

Be Aware Of Your Surroundings

More so than protecting your valuables, you should also protect your person. Do not walk in abandoned parking lots or halls alone. If you feel uncomfortable for any reason, find mall security and ask for an escort. If you find yourself in an uncomfortable situation, do whatever you must to draw attention to yourself.

Keep An Eye On Your Children

Do not get so caught up in your shopping that you fail to watch your children. With more people in the malls at this time of the year, you have a greater chance of your child being in danger if left alone or allowed go to the rest rooms alone. If your child cannot be with you at all times while shopping, leave them at home, or bring another child with you to keep them company. (No child under 10 should be in a mall without parental supervision for any reason, ever!)

Don’t Leave Personal Items Visible In Your Car

Make sure you lock your purchases and other personal items in the trunk of your car.  If you drive an SUV or van, put them beneath the seats or on the floor between the front and back seats, then cover them up with an old coat or blanket.  And, whatever you do, don’t leave your vehicle unattended while warming up in cold weather.  That’s an invitation to thieves to steal it.

Continued Activity on 29 Beat

Larcenies continue to be a problem. Many larcenies are preventable. The majority of these larcenies are items stolen out of vehicles (purses, etc), items stolen off of vehicles (stereos, etc), and property left outside unattended. To keep from being an easy target try parking your vehicle in a garage or driveway if possible. If you must park in the street, and your street has lights, try to park under a streetlight. Do not leave valuables in your vehicle. Keep windows rolled up and lock your doors. Do not leave property out in yards or on porches that can be easily carried away. If you see suspicious acitivity, people or vehicles in your neighborhood, call 911.

Information to Know:

Do a home inventory of your property. Take photos or video of your property and store in a safe place such as a fire safe or safe deposit box. Write down Make/Model/Serial numbers to your property, including tools and electronics. This information is valuable in the unfortunate event of a theft. This is our best chance of recovering items if you do end up being a victim.

If you are going out of town, please call Patrol South at 350-3440 and ask for a vacation watch for your home, or send your information in via email from the "Vacation Home Watch" link on our WPD webpage. We will get some basic information and then put it in the 29 beat book for all officers to see. When patrol time allows, officers will drive by your property. Also, get to know your neighbors and ask them to watch your property and call 911 if they see anything suspicious. Have your mail service and newspaper delivery suspended by contacting the post office and your paper carrier. When newspapers and mail begin to pile up it sends a loud signal to criminals that you are not home making you an easy victim.

Burglaries can happen anywhere at anytime. Don't be a victim. Keep your doors and windows locked, even when you're home. Install deadbolt locks on your doors. Get to know your neighbors and who belongs in your neighborhood. Trim trees and shrubs to provide a clear view of your home. Keep your garage doors closed. If you see suspicious activity, people, or vehicles in your neighborhood, call 911.

ATV’s, Dirt Bikes, and Motorized Scooters

Legal or Not?

Wichita police have seen a significant increase in adults and juveniles riding ATV’s, dirt bikes, and motorized scooters/skateboards on public streets.  This is a very dangerous activity since the majority of operators do not use safety equipment and the machines are not equipped with the correct safety lighting.  There has been some confusion among the community as to whether or not it is legal to operate these vehicles on public property/streets.   ATV’s, dirt bikes, and motorized scooters/skateboards fall within the City and State definition of a motor vehicle.  Per State Statute 8-142, 8-235 and City Ordinance 11.04.170 that state: "Motor vehicle" means every vehicle which is self-propelled.

ATV’s, dirt bikes, scooters/skateboards, and go-carts/go-peds fall within the definition of a motor vehicle and therefore require safety equipment, lights, blinkers, appropriate braking systems and reflectors, as well as being tagged, registered, and insured.  The driver must also have in their possession a valid driver’s license.

Every spring and summer the Police Department receives numerous neighborhood complaints regarding these vehicles.  Appropriate rules and regulations can be enforced since ATV’s, dirt bikes, and motorized scooters/skateboards are considered motor vehicles.  Therefore, if a person age 14 and/or older is stopped for this violation, he or she can be issued a citation.  If a person is under the age of 14, the parent or guardian is responsible and could be issued a citation for allowing an unauthorized person to drive a vehicle.

The law does allow for these vehicles to be operated on private property with the owner’s permission. People need to realize that when they purchase any motorized vehicle, there are requirements and liability associated with their use.  They need to be cognizant of the dangers because they are not toys.

The residents of your community and the Wichita Police Department are concerned for you and your child’s welfare, and the welfare of entire community.  We thank you for understanding and addressing these concerns.

If you have any questions regarding the issues surrounding operation of these vehicles, please contact your Beat coordinator, Officer L.L. Klumpp 350-3440 or send her an E-Mail at lklumpp@wichita.gov.  Check out the W.P.D. web site for information about your neighborhood at www.wichitapolice.com.

If you know of or see any of the previously mentioned activities, PLEASE call 911 immediately!  Every year too many children are injured because of these activities. Don’t let your neighborhood children become a statistic.

Carry Concealed Weapons Applications

There have been several questions regarding the the new state law allowing for the carrying of a concealed weapon in the state of Kansas. Please see the Sedgwick County Sheriff's Website for information about where and how to apply or you can call 316-832-9337 or 316-383-7352.

Abandoned Vehicle left on City Streets

City Ordinance states that it is illegal for a vehicle to remain parked on a city street for more than 48 hours without moving. This includes both working and broken down vehicles. If you observe a vehicle that appears to be abandoned or broken down on 29 Beat, contact the Patrol South substation at 350-3440. From there it will be assigned to a patrol officer, who should respond within the next few days. That patrol officer will make a reasonable attempt to contact the vehicle owner to come and move the vehicle. If the vehicle remains on the street, it can be subject to impound after an additional 48 hours have expired.
