The Operations division has the largest employee component of Wichita Transit at 82. It contains the Superintendent of Transportation, three supervisors, one clerk, 65 bus drivers, and 21 van drivers. All drivers are represented by the Teamsters Union. Since the division is so labor-intensive and safety-conscious, drivers are trained and given an operator's manual containing the following components:
- General rules for operating vehicles,
- Progressive discipline policy,
- Substance Abuse policy,
- Bloodborne Pathogens plan,
- Work Restrictions policy, and
- Emergency Response Plan.
- Disabled Passengers.
Safety is key in Operations, and all the supervisors have been to, or will be scheduled to, train at U.S. DOT’s Accident Investigation/Safety Institute in Oklahoma City. All drivers attend mandatory safety meetings throughout the year, and there is an Accident Review Committee of peers that reviews accidents and decides whether it was a preventable accident or not.
While the Westside Connector continues to grow since its inception in August 1998, fixed route ridership has remained stable. Other special services the division provides are:
- Winfield inmate bus service
- River Festival shuttle service
- Oaklawn daily service
- Emergency services, such as shuttles for the 1998 floods on the west side and the recent tornado disaster
- Fire Department cold weather support
- State Office Building evacuation
- Goodwill employee shuttle service
