Here are some helpful steps in preparing the Industrial Revenue Bond financing process: Contact the City of Wichita's "Bond Counsel" for information related project initiation. The firm of Kutak Rock, LLP, serves as Bond Counsel for the City of Wichita; (816) 502-4665. Contact Ms. Dotty Riley. When requesting Ad Valorem tax exemption in conjunction with IRB financing, a cost/benefit analysis is required. Contact the Wichita State University Center For Economic Development And Business Research. Ask the CEDBR staff to provide a copy of the "Firm Data Sheet" for your completion and submittal to CEDBR. CEDBR will run a cost/benefit analysis and provide the results to City's Economic Development staff for review. Contact the Center For Economic Development and Business Research: Kasey N.
