Kechi. He claimed Wichita's financial situation would require them to take an aggressive annexation posture which the benefit districts should fight. Soon after, the city initiated annexation proceedings against portions of the Bel Aire District. Once annexation proceedings were initiated, state law required a public hearing to be held between 60 and 70 days from the date of passage of a resolution on a hearing. On September 16, 1980, the City Commission passed Resolution 80-12, establishing a public hearing on annexation to be held on November 20, 1980. As part of the preparation, extensive planning was completed on the extension of city services, including water and sewer, which would be required.
Both Bel Aire and Park City responded quickly to the city's action by initiating incorporation proceedings. Since time limitations were not as strict, hearings were held prior to the city taking the specific action.
Park City's hearing occurred on September 4, and Bel Aire's on September 25. Wichita attempted to block both efforts by protesting at Park City's hearing and by actually annexing Bel Aire.
