Groundbreaking Set for Heartland Preparedness Center

In partnership with Sedgwick County and the City of Wichita, the Kansas Army National Guard will hold a groundbreaking ceremony for the Heartland Preparedness Center (HPC) at 3:30 p.m. Tuesday, Nov. 16.

Located southeast of the intersection of I-135 and K-96, the HPC is a unique partnership between military, city, and county agencies, creating the nation’s first state-of-the-art local public safety and military reserve homeland defense preparedness joint facility.

In development since 2003, the 45-acre complex will consist of a 121,000 square foot Army National Guard Readiness Center and an adjoining 62,000 square foot Field Maintenance Shop (FMS). The Readiness Center will house over 330 Kansas Army National Guard personnel, including the 287th Sustainment Brigade headquarters, while the FMS will consolidate two existing maintenance facilities and provide vehicle maintenance support for units within the region.

Furthermore, the City of Wichita and Sedgwick County are partnering to construct a law enforcement training center adjacent to the Heartland Center. The training center will directly support public safety and homeland security requirements for law enforcement and other personnel. Using federal funds secured by the City of Wichita, Sedgwick County Emergency Management will establish an alternative emergency operations center within the training center. The alternative EOC will serve as a backup to the existing EOC located at 714 N. Main.

Additionally, the Kansas Highway Patrol is seeking state funds in order to construct a new Troop F Headquarters on the site to replace its existing headquarters at 3200 E. 45th Street North. All of the partnering agencies – military, state, county, and city -- have agreed to make maximum use of joint training areas such as classrooms, assembly areas and conference rooms to reduce costs and improve coordination and interaction among the partners.
