Citizen Input Needed on Federal Funds

City wants feedback on CDBG, HOME and ESG funds

The Housing and Community Services Department is soliciting citizen input into development of the 2011 spending plan for the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Shelter Grant (ESG) funds. The funds, which come from the U.S. Department of Housing and Urban Development, require that the development of a plan that is consistent with the Consolidated Plan and with the community’s input.

According to staff projections for 2011, Wichita will receive the following $3,084,879 in CDBG funding; $1,826,790, in HOME; and $125,133, in ESG. Several meetings have been scheduled to present an overview of federal spending guidelines and to solicit input.

Citizens are encouraged to participate in the process of identifying spending priorities. Participants will be asked to reach consensus on a set of recommendations for funding categories.

Staff will prepare a recommendation for the City Manager to consider, using the input from the public meetings. The City Manager will then forward recommendations to the City Council, after which Requests for Proposals and applications will be distributed, seeking community agencies to provide the recommended services. There will be additional opportunities for community input when the applications and proposals have been received, and when staff presents final recommendations to the City Council as to which agencies and programs should be funded. (March, April, and May 2011)
