WPD Announces Two Deputy Chief Promotions

Wichita Police Chief Norman Williams today announced the promotions of Captain Hassan Ramzah and Captain John Speer to the rank of Deputy Chief of Police following an extensive interview process.
 
Ramzah’s law enforcement career with the Wichita Police Department began on July 16, 1990 after serving in the United States Army; Speer began his WPD career on August 10, 1987 after serving in the United States Army. Both men have extensive civic experience.
 
Ramzah has served as a Detective, Sergeant, Lieutenant and Captain. His supervisory assignments have included Patrol West Bureau (Sergeant), Patrol North Bureau (Lieutenant), Community Affairs Section (Lieutenant), Financial Crimes Section (Lieutenant), Night Investigations Section (Lieutenant), Training Bureau (Lieutenant) and Captain in the Field Services Division. He is a graduate of the 246th session of the Federal Bureau of Investigations National Academy and a member of the Leadership Wichita 2012 class.
 
“Deputy Chief Ramzah is a creative thinker and dedicated worker,” Chief Williams said. “He brings leadership experience and civic spirit to the position. He is an accomplished professional who believes in positive results through teamwork.”
 
Ramzah received a bachelor of science degree in business administration from Southwestern University (graduating cum laude) and a masters of business administration degree from Wichita State University. Ramzah’s awards and recognition include the League of Kansas Municipalities Certificate of Appreciation, Departmental Bronze Wreaths of Meritorious Service, Certificate of Commendations, Civic Achievement, Commendatory Performance Reports, Distinguished Service Awards, Safe Driving and Perfect Attendance awards.
 
During the past 14 years, Ramzah has been a volunteer with Big Brothers Big Sisters. In 2011, he was awarded the Big Brothers Big Sisters “Bigs in School” Mentor of the Year. In 2012, he was presented by the African-American Faculty and Staff Association at Wichita State University with the “Shining Star Award.” He is an Executive Board member with Real Men – Real Heroes and is a Wichita Children’s Home Board Trustee. He and his Fraternity, Alpha Phi Alpha, serve as mentors for the Passport-to-Manhood program at the Boys and Girls Club of South Central Kansas. He serves as an Adjunct Professor at Wichita State University and the Wichita Area Technical College.
 
Speer graduated from the Law Enforcement Training Academy on December 12, 1987, when he was assigned to the Patrol North Bureau. Since joining the department, Speer has served as a Narcotics Detective, Sergeant, Lieutenant and Captain. He was among one of the first SCAT team members. His supervisory assignments have included Patrol North (Sergeant), Special Community Action Team (Sergeant), Night Investigations (Sergeant), Patrol West Bureau (Lieutenant), Gang Felony/Assault Section (Lieutenant), Investigations Night Detectives Section (Lieutenant) and Captain of the Patrol South and Professionals Standards Bureau.
 
Chief Williams described Speer as “a tremendous professional who demonstrates compassion and an enthusiasm for police work and the community. He strives to make a positive difference.”
 
Speer’s academic background includes a bachelor of management degree from Southwestern College and a masters of public administration degree from Wichita State University.
 
Speer’s civic awards include the 2013 City of Wichita Excellence in Public Service Award, the 2005 Wichita Business Journal 40 under 40 award, the Washington Chapter of the Sons of the American Revolution Law Enforcement Medal and Certificate, and the League of Kansas Municipalities Certificate of Appreciation. His WPD awards include the Bronze Wreath of Valor, several Bronze Wreaths of Meritorious Service, Certificate of Commendations, Commendatory Performance Reports, Distinguished Service Awards, Perfect Attendance and 15 Year Safe Driver Awards.
 
Speer is a graduate of the Leadership Wichita 2008 class and the 2012 Leadership Kansas class. He also serves as a member of the board of the Wichita Municipal Federal Credit Union where he serves as the Vice-Chair.
