Advance Plans Committee: 2003-4 Comprehensive Plan Update Summary of Meeting #11 7:30 am, April 8, 2004 Attendance Committee Members: Frank Garofalo, Bud Hentzen, John McKay, M.S. Mitchell, Ron Marnell MAPD staff: Dave Barber, Nalini Johnson, Stephen Banks, Scott Wadle Sedgwick County: Pete Giroux, Jim Weber, Stephanie Knebel Discussion Summary 1. Sedgwick County CIP and Budget Presentation ? The sales tax has been decreasing since 2001 despite a slight upward trend in early 2003. ? Mr. Hentzen asked if the County had resolved the issue of collections with the State. County staff replied that the County and the State are still working on the issue. ? Advanced Plans Committee members expressed skepticism of the numbers and asked why the decrease in sales tax was so drastic, despite the increasing area population. Staff suggested that there are many factors that have caused the decrease in sales taxes, internet sales among them. ? Sales taxes make up approximately 2/3 of road improvements and 1/3 of the County Budget. As the anticipated revenues from sales taxes decline, the County is forced to place projects further into the future. ? County staff are currently looking to see if Johnson County and other Kansas counties are experiencing trends similar to Wichita's. ? Staff gave out a handout that presented some of the major projects included in the County CIP, including the following: o intelligent transportation systems; o right of way acquisition for the Northwest Bypass; o improvements along 13th; o improvements to Meridian. o improvements to 119th; o drainage improvements south of the Boeing McConnell area. ? Advanced Plans Committee members also asked if the one cent sales tax was still being appropriated to funding transportation improvements. County staff answered that yes it still is, but that they are unaware of a committee or body that oversees that appropriation. 2. Comprehensive Plan Update ? April – July meetings with other Sedgwick County cities to appropriate estimates of population growth for the County. ? June – August MAPD staff will work on developing policies and research for various topics. o Policies ? regional economic approaches ? regional floodplain management ? regional water supply o Research Topics ? schools ? libraries ? fire stations ? parks and recreation ? police service ? Mitch Mitchell presented a list of topics that he felt should be looked at by MAPD staff. o Transportation o Fire Stations o Parks o Libraries o Schools o Water Treatment Plants 3. 21st Street Plan ? The consultant will be returning analysis from the first session of public meetings soon. The second round of meetings are scheduled for the third full week in April. 4. JLUS ? The requests for proposals have been sent out and are due back on April 30th. 5. McAdams Rezoning ? A committee is being formed of both residents and City staff to provide input and assistance concerning the rezoning process. A roster of committee members and a copy of the draft first rezoning letter will be provided to Advanced Plans Committee members.
