The regular meeting of the Historic Preservation Board was held Monday, July 10, 2006 at 3:05 P.M. in the Metropolitan Area Planning Department Conference Room, City Hall, Tenth Floor, 455 N Main, Wichita Kansas. ITEM NO. 1 ROLL CALL The meeting was called to order and board members stated their names. Kansas States Sites Board of Review agenda - Mullen Court and the Michigan Building ITEM NO. 5 APPROVAL OF MINUTES FROM THE 12 JUNE 2006 MEETING Correction to a minor that was addressed as 537 E Douglas and it should have been 537 E Central. Already corrected in minutes prior to meeting. Motion #1 made by Arteaga, 2nd by Ingle to approve minutes of June 12, meeting as corrected. Motion carried unanimously (4-0). ITEM NO. 6 OLD BUSINESS 1. MAJOR: (HPC2006-00031) Environs, Old City Hall, Wheeler Kelley Hagney Building, Kress Building APPLICANT: Lowell Richardson Woolf Investments FOR: 123 and 125 E Douglas Applicant proposes to demolish existing building and replace with surface parking lot. Motion # 2 made by Ingle, 2nd by Edgington to approve demolition subject to condition that structural engineers (the City's and the applicant's) have to evaluate the wall between the Woolf Brothers bldg at 123-125 E Douglas in order to minimize potential structural damage to the Woolf Brothers building. The lot will remain vacant until such time as a new infill design is presented to HPB for approval and that Notice will be sent to the applicant outlining any use of this lot without approval by HPB will constitute a violation of the Kansas Preservation Statute with possibility of $25,000 penalty. Also in accordance with the Kurt Schroeder July 5, letter to Woolf Investment and in accordance with Kathy's planned correspondence concerning the fines that will be leveled if they do not comply. Motion carried unanimously (4-0). ITEM NO. 7 CONSENT AGENDA A. Roof Repairs – The hail storm in April 2006 has significantly increased the number of re-roofing applications. For properties eligible for the State Historic Income Tax Credits, the owners were notified and given the appropriate applications to file for the credits. Other HPC2006-00137 Replace boarded-up window to match existing HPC2006-00138 Cover asbestos siding with 4.5 " vinyl profile HPC2006-00146 Relocate existing frame garden shed to back yard Motion #3 made by Edgington, 2nd by Ingle to approve the Consent Agenda Item(s) as presented. Motion carried unanimously (4-0). ITEM NO. 8 CERTIFICATE OF APPROPRIATENESS APPLICATIONS 1. MAJOR: (HPC2006-00135) Revolving Loan Application APPLICANT: Mack Watson FOR: 1623 North Arkansas Revolving loan application for roof repair, not to exceed $5,000. Motion # 4 made by Arteaga, 2nd by Ingle to approve the application for the revolving loan, not to exceed $5,000 with the condition that all other loan requirements are met. Motion carried unanimously (4-0). 2. MAJOR: (HPC2006-00136) Revolving Loan Application APPLICANT: Allen Foster and Doug Tripp FOR: 813 Mentor Revolving loan application to repair front porch, same with same material. Motion # 5 made by Ingle, 2nd by Edgington to approve the application for the revolving loan, not to exceed $5,000 with the condition that all other loan requirements are met. Motion carried unanimously (4-0). 3. MAJOR: (HPC2006-00148) Chapman-Noble House APPLICANT: Laurie Hudson FOR: 1230 North Waco Applicant proposes to repair as needed, scrape and repaint. Tax Credit project and Revolving Loan Application. Motion # 6 made by Edgington, 2nd by Arteaga to approve the application for the revolving loan, not to exceed $5,000 with the condition that all other loan requirements are met. Motion carried unanimously (4-0). 4. MAJOR: (HPC2006-00178) environs, Park Place/Fairview HD APPLICANT: Remigio Cruz FOR: 1601 North Waco Applicant proposes to reside structure with 4.5" profile vinyl siding. Motion # 7 made by Ingle, 2nd by Edgington to find that the project does not encroach, damage or destroy the environs of the park Place/Fairview Historic District with the condition that the detail in the wood eaves and wood brackets remain original, that the wood corners boards and wood trim around windows and doors be retained and repair to maintain the three dimensional aspect of the 4.5 siding. Motion carried unanimously (4-0). 5. MAJOR: (HPC2006-00179) Contributing structure in Park Place/Fairview HD APPLICANT: Mary Arlene Sperling FOR: 1416 Park Place Applicant proposes to repair roof and stucco walls, HVAC, plumbing. Tax Credit project and Revolving Loan Application. Motion # 8 made by Edgington, 2nd by Ingle to approve the application for the revolving loan, not to exceed $25,000 with the condition that all other loan requirements are met. Motion carried unanimously (4-0). 6. MAJOR: (HPC2006-00183) 800 Block West Douglas APPLICANT: Davis Sickmon FOR: 817 West Douglas Applicant proposes install cast metal fire escape. Motion # 9 made by Ingle, 2nd by Edgington to approve the application as presented. Motion carried unanimously (4-0). 7. MAJOR: (HPC2006-00184) Michigan Building APPLICANT: Citysearch Preservation FOR: 206 East Douglas Submission of Register of Historic Kansas Places nomination for the Michigan Building. Motion # 10 made by Ingle, 2nd by Guy to support the listing of the Michigan building in the Kansas Register of Historic Places. Motion carried unanimously (4-0). ITEM NO. 9 MISCELLANEOUS MATTERS 1. Discussion of Parents of Murdered Children monument in North Riverside Park. Morgan provided background information on the Parents of Murdered Children monument in North Riverside Park, comments to and from, Central Inspection, Park Department, and City Council Member of that District, City Law Department, and residents to conclude with recommendations from HPB staff. Mr. Guy opened the floor to allowed each speaker 5 minutes to speak. People went in the order to which they signed in. Petitions supporting and those in opposition were submitted to Ms. Morgan for the record. Corinne Radke – represented the Parents of Murdered Children. Pat Latta, Phillip San Houston, Janet L. Miller, and Rob McHenry – resident(s) of the Bitting Historic District. Motion #11 was made by Arteaga, 2nd by Edgington to find that the Parents of Murdered Children monument does not encroach, damage or destroy the environs of the Bitting Historic District. (Vote: 2-2). Opposed, Guy and Ingle. The motion did not pass. 2. Revision of HN Roberts House nomination, 235 N Roosevelt Revisionof the HN Roberts House nomination identifying UG Charles as the architect were submitted.
