The regular meeting of the Historic Preservation Board was held Monday, May 8, 2006 at 3:00 P.M. in the Metropolitan Area Planning Department Conference Room, City Hall, Tenth Floor, 455 N Main, Wichita Kansas. ITEM NO. 1 ROLL CALL The meeting was called to order and board members stated their names. In the Deferred Loan Fund we have several applications still in the works waiting on estimate bids amounts. MAJOR: (HPC2006-00065) Nordurfth House, Park Place/Fairview NR Historic District APPLICANT: La'Sanda Lindzy FOR: 1844 Wellington Place Applicant proposes to re-roof, install new guttering and repair/replace fascia boards as needed. Revolving Loan application. Motion # 3 was made by Ingle, 2nd by Johnson to approve the application for the Revolving Loan, not to exceed $25,000 with the condition that all other loan requirements are met. Motion carried unanimously (6-0). 11. MAJOR: (HPC2006-00068) Environs, Engine House No. 6 APPLICANT: Immanuel Baptist Church FOR: 1321 S. Emporia Applicant proposes to demolish residential structure for expansion of surface parking lot. Motion # 4 was made by Arteaga, 2nd by Edgington to find that the demolition of 1321 S Emporia does not encroach, damage or destroy the environs of Engine House No. 6 and an approved amended motion to include the landscape plans as originally requested. Motion carried unanimously (6-0). 12. MAJOR: (HPC2006-00069) Environs, East Douglas NR Historic District, Scottish Rite Consistory, Kress Building APPLICANT: TriMark Signworks FOR: 130 N Topeka Applicant proposes to install single face electronic message board sign, black background with red letters. Motion # 5 was made by Platt, 2nd by Edgington to find that the erection of the electronic signboard pole sign does not encroach, damage or destroy the environs of the Scottish Rite Consistory, Kress Building and East Douglas NR Historic District with the condition that the 2 x 8 feet plastic face sign be changed to a metal front with push-through acrylic lighted letters. Motion approved (4-2). Hiesterman and Johnson opposed. 13. MAJOR: (HPC2006-00070) Mullen Court Apartments National Register nomination APPLICANT: Elizabeth Rosin for Grant Gaudreaux FOR: 1146 N Topeka Applicant proposes to submit nomination for Mullen Court apartments for listing in the Register of Historic Kansas Places and the National Register of Historic Places. Motion # 6 was made by Ingle, 2nd by Edgington to support the listing of Mullen Court in the Kansas Register of Historic Places and the National Register of Historic Places. Motion carried unanimously (6-0). ITEM NO. 8 MISCELLANEOUS MATTERS 1. Presentation of designs for the downtown arena by Stephanie Knebel, Sedgwick County, and Wes Darnell, Wilson Darnell Mann PA. No vote required. 2. Kansas Historic Sites Board of Review meeting May 13, Wichita City Hall; reception at 320 N. Belmont, May 12. 3. Board requested update on WPA Survey. Morgan reported that WSU replied to letter; it appears University is interested in listing at least one building. Staff will meet with them in early fall.
