Advance Plans Committee Summary of Meeting 7:35 am, June 15, 2006 Attendance Committee Members: Elizabeth Bishop, Morris Dunlap, Bud Hentzen, Ron Marnell, John McKay, Harold Warner MAPD staff: Dave Barber, Scott Knebel, Scott Wadle, Christy Askew, Stephen Banks Others: Pete Giroux, Jim Weber, Jay Newton, Janet Miller, Dr. Glen Dey, Harland Priddle, Mitch Mitchell Discussion Summary 1. Pete Giroux and Jim Weber presented an overview of the changes proposed in the County's 2007-2011 CIP. New projects and previous project adjustments were reviewed with the Committee. 2. Jay Newton presented a summary of major projects currently under consideration in the City's CIP. No CIP update is likely this year, but the long-term goal is to do an annual update. A key initiative currently underway is the development of a CIP database project tracking system that will track all CIP-funded city projects. In response to a question from the Committee, Jay was going to investigate whether or not there was a city sewer extension project planned along Ridge Road, north to 53rd Street North. Elizabeth Bishop also stated that there was a need for a corridor study along that portion of Central Avenue, east of Hillside, to address issues related to road widening and commercial redevelopment of the corridor. 3. Janet Miller gave a presentation on the current PROS (Park, Recreation, Open Space) initiative of the Park Board to update the 1996 Park and Open Space Plan over the next 18-24 months. The goal is to utilize a community-based, regional approach in updating the Plan. Visioneering Wichita has agreed to play a coordinating role in the process of reaching out to the visioneering community partners. The Park Board has recently approved an RFP to hire a consultant to complete the City's portion of the Plan update. Scott Wadle then gave an overview of the PROS process that would be utilized in updating the Plan. Following Scott's presentation, the Committee commented that it was important to consider School District facilities and private recreation facilities in the inventory of community recreational assets. The Committee also agreed that it was important to assess current recreation trends and the needs/desires of community residents. Public involvement in this Plan update process will be important. 4. Scott Knebel and Harland Priddle gave a brief presentation on the recently completed K-96 Corridor Economic Development Plan, and its implementation agenda. Reno and Sedgwick Counties undertook this plan in partnership with Mt. Hope, Maize, Haven and South Hutchinson, with the goal of coordinating and promoting the development of the K-96 corridor. The Sedgwick County Board of Commissioners has indicated support for this plan, and has proposed that it be adopted as an amendment to the Wichita-Sedgwick County Comprehensive Plan. The city councils of Maize and Mt. Hope have already adopted this plan, as has the Reno County Board. The Committee requested that a presentation on the Plan be made to the MAPC at the July 6th meeting, and that further Advance Plans Committee meetings be held over the next month or two to review the ramifications of the implementation items contained in the Plan. 5.
