WICHITA HISTORIC PRESERVATION BOARD MINUTES 10 May 2004 CITY HALL, 455 N. MAIN, 10TH FLOOR-MAPD CONFERENCE ROOM 3:00 P.M. The regular meeting of the Historic Preservation Board was held Monday, May 10th, 2004 at 3:00 P.M. in the Metropolitan Area Planning Department's Conference Room, City Hall – Tenth Floor, 455 N. Main, Wichita, Kansas. ITEM NO. 1 ROLL CALL The meeting was called to order and board members stated their names. Members Present : George Platt (Chair) Paul Cavanaugh Randal Steiner Claire Willenberg Mim Hiesterman William Deer Members Absent : Kim Edgington Staff Present : Kathy Morgan, Senior Planner, Historic Preservation, MAPD Mike Gable, OCI Jeanne L. de Grasse, Planning Analyst Tricia Waggoner, City Archaeologist ITEM NO. 2 ADDITIONS OR ADJUSTMENTS TO THE AGENDA ITEM NO. 3 REVOLVING LOAN FUND UPDATE Kathy Morgan reported the loan balances as of 05/10/2004 Revolving Loan Fund – Residential $ 96,714.87 Revolving Loan Fund – Commercial $ 00.00 Deferred Loan Fund – Residential $ 86,000.00 ITEM NO. 4 CORRESPONDENCE There is funding available through the National Trust for those who would like to attend certain conferences and meetings. The National Trust Conference is in September of this year. Board members who wish to apply for funding to attend need to notify Kathy Morgan as soon as possible so the required paperwork can be completed. ITEM NO. 5 APPROVAL OF MINUTES FROM THE 8 MARCH 2004 BOARD MEETING Motion #1: Motion was made by Platt, seconded by Steiner, to approve the minutes from the 12 April 2004 meeting. Motion carried unanimously (6-0). ITEM NO. 6 OLD BUSINESS There was no old business on the agenda. ITEM NO. 7 CERTIFICATE OF APPROPRIATENESS APPLICATIONS 1. FOR: 330 N Mead (City Arts – Old Town Square) Applicant proposes to install back-lit lettering "City Arts", and a projecting blade sign with neon tubing – lettering is being reused from the Lewis St location. Motion #2: Motion was made by Cavanaugh, seconded by Hiesterman, to receive and file HPC2004 - 50, -52, - 54,-55, -58, -59, -60, -61, and -62. Motion carried unanimously (6-0). 10. MAJOR: (HPC2004-00051) Historic Loan Application APPLICANT: Sen. Curtis McClinton, Sr FOR: 1201 E 12th St – McClinton Grocery Applicant proposes to do stabilization work to the building. Motion #3: Motion was made by Cavanaugh, seconded by Willenberg, to approve the scope of work at the McClinton Grocery . In addition, the Board requests to amend the Memorandum of Understanding to move $10,000 from the residential to the commercial loan account and to make it available to qualifying applicants with deferral, not to exceed $5000, and to allow for the loan to be deferred if the applicant qualifies. Motion carried unanimously (6-0 ). 11. MAJOR: (HPC2004-00063) Kansas Firefighters' Museum – Engine House #6 APPLICANT: John Coslett FOR: 1300 S Broadway Applicant proposes to build a two-story addition onto the existing museum structure – 125' x 50', materials to match original. The Board discussed the proposed design with Mr. Dale Churchman and other representatives of the Kansas Firefighters Museum. It was suggested that the addition not be directly attached to the original structure as the proposed size and style could cause the original to be de-listed due to radical changes in appearance. One suggestion made was to modify the addition to have a small connecting structure between the two buildings to minimize the visual and physical impact on the original structure. Kathy Morgan offered to contact Patrick Zollner, Architect with the SHPO, and request he meet with the Board and the Museum representatives after the HPB meeting on June 14th. ITEM NO. 8 MISCELLANEOUS MATTERS Board members attended a City web site training session given by Tonia Fairbanks. Board members learned how to access historic and zoning information about city properties from the web site. George Platt, Paul Cavanaugh, William Deer, Mim Hiesterman, Claire Willenberg and Tricia Waggoner attended the training session. ITEM NO. 9 ADJOURNMENT Motion #6: Motion by Willenberg, seconded by Hiesterman, to adjourn the meeting. Motion carried unanimously (6- 0). Meeting was adjourned at 4:06pm. 1
