The regular meeting of the Historic Preservation Board was held Monday, March 13, 2006 at 3:00 P.M. in the Metropolitan Area Planning Department Conference Room, City Hall, Tenth Floor, 455 N Main, Wichita Kansas. ITEM NO. 1 ROLL CALL The meeting was called to order and board members stated their names. ITEM NO. 3 REVOLVING LOAN FUND UPDATE Revolving Loan Fund – Residential Revolving Loan Fund – Non-Residential Deferred Loan Fund – Residential ITEM NO. 4 CORRESPONDENCE Notification has been received from SHPO that RDW Clapp House has been listed in RHKP. Nomination form for listing RDW Clapp House in NRHP has been submitted to National Park Service. ITEM NO. 5 APPROVAL OF MINUTES FROM THE 13 FEBRUARY AND 24 FEBRUARY 2006 MEETINGS Motion # 1 made by Guy, 2nd by Ingle to approve minutes of February 13 meeting and February 24 special meeting. Motion carried unanimously (5-0) ITEM NO. 6 OLD BUSINESS Staff reported that the situation with Fox Collision regarding color of paint on building will be addressed in the coming week. Motion # 2 made by Guy, 2nd by Ingle to receive and file minor Certificates of Appropriateness HPB2006-22, 23, 25, 26, 27, 28, 29 as presented. Motion carried unanimously (5-0). 8. MAJOR: (HPC2006-00024) Environs, Park Place Fairview Historic District APPLICANT: Kim Nguyen FOR: 1425 N Broadway Applicant proposes to demolish Italianate Revival house and build new commercial building. Motion # 3 made by Guy, 2nd by Johnson that the demolition of 1425 does encroach, damage or destroy the environs of the Park Place/Fairview National Register Historic District. Motion carried unanimously (5-0). 9. MAJOR: (HPC2006-00030) Environs, Park Place/Fairview Historic District APPLICANT: Juan and Martha Garcia FOR: 1838 & 1840 N Waco Applicant proposes to install new siding. Motion # 4 made by Edgington, 2nd by Ingle that the siding change does not encroach, damage or destroy the environs of the Park Place/Fairview Historic District, with the condition that the lap siding does not exceed six inches in height. Motion carried (4-1). Johnson voting no. 10. MAJOR: (HPC2006-00031) Environs, Old City Hall, Wheeler Kelley Hagney Building, Kress Building APPLICANT: Lowell Richardson Woolf Investments FOR: 123 and 125 E Douglas Applicant proposes to demolish existing building and replace with surface parking lot. Motion #5 made by Guy, 2nd by Ingle that demolition for the purpose of creating surface parking does encroach, damage or destroy the environs of Old City hall, then Wheeler Kelly Hagney Building, and the Kress Building. Motion carried unanimously (5-0). 11. MAJOR: (HPC2006-00032) 20th Century Club APPLICANT: Greg Hecox FOR: 536 N Broadway Applicant proposes to install 11 X 5.5 metal can sign. Motion # 7 made by Platt, 2nd by Guy that the Board defer action and request that the applicant re-submit a proposal that includes plans for both new signs on the property so that the overall appearance may be considered. Motion carried unanimously (5-0). 12. MAJOR: (HPC2006-00033) Warehouse and Jobbers Historic District APPLICANT: Dave Burk FOR: 132 N Mosley Applicant proposes to build public restroom facility in the public surface parking lot. Motion # 6 made by Edgington, 2nd by Guy that the project be approved as presented with the condition that the message board issues be resolved and the materials of the structure be similar to the Old Town Parking garage. ITEM NO. 8 MISCELLANEOUS MATTERS 1. Request for assistance from James Rowe, owner of Rock Motel at 3801 N Broadway HPB requested more information from staff before Planning Commission meeting 2. New Deal – WPA grant report Board members will individually review draft report and recommend their preferences for structures to be nominated to NRHP by prioritizing them from 1-10. Responses should be sent to staff by email. Following the identification of priority structures, property owners will be contacted for interest in nomination to NRHP. 3.
