MINUTES OF MEETING OF BOARD OF ELECTRICAL APPEALS September 13, 2007 - 3:00 p.m. OFFICE OF CENTRAL INSPECTION CITY HALL, 455 NORTH MAIN OCI CONFERENCE ROOM, 7th FLOOR Chairman Roy Meinhardt called the meeting to order at 3:02 pm, with Board members Dale Johnson, John Whittit, Shane Chapman, Dave Urban, Harold Ragland and Secretary Tom Kerschen present. Also present were inspectors Steve Schauner and Chris Nordick. The minutes of the August 14, 2007 meeting were read. Board member Whittit made a motion the minutes be approved as written, it was seconded by Board member Ragland and approved. The recent examination results from Experior Assessments for electrical examinations administered by their office for City of Wichita approved applicants were presented to the Board. Board member Whittit said he felt the policy was too restrictive as it did not allow an apprentice to assemble the raceway. Board member Ragland asked about the possibility of allowing the trenching company to assemble and install underground electrical raceways. Secretary Kerschen pointed out that the current city ordinance states that is unlawful for any person to engage in the trade or otherwise perform the act of installing electrical wiring or raceways for equipment, apparatus or devices for light, heat or power, or other purposes within or on any building or premises within the city without first having secured a master electrician’s certificate or a journeyman electrician’s certificate as herein provided for and both be in the employ of a licensed electrical contractor. The City ordinance allows for an apprentice to do the work under the direct supervision of a journeyman or master. The Board members continued to discuss this in detail and agreed that the raceway needs to be assembled and installed by the electrical contractor, but the policy should mirror the criteria of the city ordinance in respect to allowing an apprentice to do the assembly and installation. Under part A of the new business section of the agenda, the Board welcomed Ben Boesen with Otis Elevator and Vernon Meckel with River View Condominiums. Mr. Boesen explained Otis Elevator Company was proposing to modernize the elevator at the River View Condominiums, 1401 W River Blvd and found that the existing elevator doors do not have a label stating their fire rating. They are requesting a variance to the labeling of the doors as the doors are in excellent shape. Mr. Boesen handed the Board a letter from Stephen W. Smith with Elevator Solutions International Inc., stating he examined the doors and the doors appear to have been manufactured in accordance with the industry standard at the time. The 1965 elevator code, which would have been the most current code at the time the building was built, stated the elevator doors would be required to have a fire resistance rating of not less than one-hour. The 1965 elevator code did not require the doors to be permanently labeled with their fire resistance rating. Mr. Meckel brought the original drawings and bill of material used during the original construction for the Board to review. Chairman Meinhardt asked if the Board could get a scanned copy of the original drawings so they could be part of this record and Mr. Boesen stated he would get that done and send them to Secretary Kerschen. Chairman Meinhardt asked if there was any other questions for Mr. Boesen or Mr. Meckel and since there were none the Board thanked them for coming and explained they would be contacted in writing by Secretary Kerschen with the Board’s decision. The Board members continued to review and discuss the information presented by Mr. Boesen and Mr. Meckel and a motion was made by Board member Ragland that the variance to allow to doors to remain without the required fire resistance labeling be granted on this installation. The motion was seconded by Board member Whittit and unanimously passed. With no other business to conduct, Board member Whittit made a motion to adjourn.
