Discussion Summary 

1.	The Advance Plans Committee approved the minutes of the August 11, 2005 
Committee meeting.

2.	Allen Bell gave a presentation to the Committee on the Northeast TIF District 
Discount Grocery Store Project.  Allen explained the Project would generate 
$350,000 in assessed valuation and would also be funded by the Section 108 Biz-
Loan Program and a $600,000 loan guaranteed with CDBG funds.  There is a 
demonstrated need in the Project area for this type of facility, plus it would also 
create local jobs.  The project is consistent with the Wichita-Sedgwick County 
Comprehensive Plan and the Central Northeast Area Plan Update recently 
adopted by the MAPC.  The Committee passed a motion to endorse Project and 
find it consistent with the Comprehensive Plan.

3.	The Committee continued its discussion on proposed adjustments to Airport 
Overlay Districts I, II, and II (as contained in the Unified Zoning Code) to better 
reflect the recommendations contained in the McConnell AFB Joint Land Use 
Study. The Committee agreed with the staff recommendation to restrict the FAR 
(Floor Area Ratio) in order to create lower densities associated with any new 
developments in the AOD's.

4.	The next meeting of the Advance Plans Committee is scheduled for September 
22, 2005.
