			(3) Hiring off-duty public safety officers as required by the 
			Police Department; (4) obtaining barricades to close the streets 
			in accordance with requirements of Police, Fire and Public Works 
			Department; (5) Submitting a Certificate of Insurance evidencing 
			general liability insurance, which covers the event and its related 
			activities, including the naming of the City as an additional insured

37.	Repair or removal of dangerous and unsafe structures.  (Districts I and III)

On October 18,2005, a report was submitted with respect to the dangerous and unsafe conditions on the properties below.  The Council adopted resolutions providing for a public hearing to be held on these condemnation actions at 9:30 a.m. or soon thereafter, on December 13, 2005.

RECOMMENDED ACTION:	It is recommended that the City Council close the 
public hearing, adopt the resolutions declaring the buildings

allowing 10 days to start demolition and 10 days to complete 
removal of the structures.  Any extensions of time granted to 
repair the structures would be contingent on the following:
(1) All taxes have been paid to date, as of December 13, 2005; 
(2) the structures have been secured as of December 13, 2005 
and will continue to be kept secured; and (3) the premises are mowed 
and free of debris as of December 13, 2005 and will be so maintained 
during renovation.


38.	Public Hearing and Issuance of Industrial Revenue Bonds, The Coleman Company, Inc.  (District I)

Between 1993 and 2004, the City Council has approved Letters of Intent to issue Industrial Revenue Bonds (IRBs) up to $135 million to the Coleman Company, Inc. and has approved the issuance of $141.3 million.  The company is now requesting the issuance of Industrial Revenue Bonds in an amount not-to-exceed $10,200,000.

	RECOMMENDED ACTION:	Close the public hearing and place the Bond 
					Ordinance authorizing the execution and delivery
					of documents for the issuance of Industrial
					Revenue Bonds in an amount not-to-exceed
					$10,200,000 on first reading and release the
					conveyance of 1994 Coleman bond-financed 
					property and authorize the necessary signatures.



39.	Public Hearing and Issuance of Industrial Revenue Bonds, Bombardier Learjet.  (Districts IV and V)

The company is requesting City Council to issue industrial revenue bonds in the amount not-to-exceed $3,200,000 to finance its capital investments for the year 2005.

RECOMMENDED ACTION:	Close the public hearing and place the Bond
				Ordinance authorizing the execution and delivery of
				documents for the issuance of Industrial Revenue
				Bonds in an amount not-to-exceed $3,200,000 on
				first reading and authorize the necessary signatures.


40.	Public Hearing and Issuance of Industrial Revenue Bonds, Cessna Aircraft Company.  (Districts III and IV)

Since 1991, the City Council has approved Letter of Intent for Industrial Revenue Bonds totaling a not-to-exceed principal amount of $1.1 billion to finance expansion and modernization of Cessna Aircraft Company facilities in Wichita.  The company is requesting the issuance of City of Wichita Industrial Revenue Bonds in an amount not-to-exceed $69,500,000 to finance its 2005 capital investments.

	RECOMMENDED ACTION:	Close the public hearing; and place on first reading the
					Bond Ordinance authorizing the execution and delivery
					of documents for the issuance of Industrial Revenue
					Bonds in an amount not-to-exceed $69,500,000, and 
					authorize the necessary signatures.


41.	Public Hearing and Issuance of Revenue Bonds, InfoNXX, Inc.  (District II)

On November 15, 2005, the City Council approved a six-month Letter of Intent to issue indicated revenue bonds (IRBs) for InfoNXX, Inc. and Subsidiaries.  The Company is requesting the issuance of Industrial Revenue Bonds in the amount not-to-exceed $6,000,000.

	RECOMMENDED ACTION:	Close the public hearing and place on first reading the 
					Bond Ordinance authorizing the execution and delivery 
of documents for the issuance of Industrial Revenue Bonds 
in an amount not-to-exceed $6 million and authorize the 
necessary signatures.


42.	Reauthorization of Boards and Commissions subject to Sunset Provision.

	In December 1999, the City Council adopted Sunset Provisions that require the annual review and reauthorization of selected non-statutory boards and commissions by City Council to ensure efficient and responsive citizen participation and eliminate duplicative board function.

	RECOMMENDED ACTION:	Place the ordinance on first reading and
					authorize the necessary signatures.



43.	Home Rule Bonding Ordinance for Dunbar Theater Feasibility Study.  (District I)

The McAdams Neighborhood Revitalization Plan has identified the goal of redeveloping the vacant Dunbar Theater building located at 1007 North Cleveland Street as a community-based visual and performing arts center.  The current owner of the Dunbar Theater has given the City permission to do this study of their property and access to the building/property as required.

RECOMMENDED ACTION:	Approve the home rule-bonding ordinance for
				Dunbar Theater Feasibility Study and place the
				ordinance on first reading.


44.	DR2005-39-Floodplain Management Task Force Final Report.

The Floodplain Management Task Force was formed in January 2005 with a charge to evaluate current policy and practice of regulating development within floodplains and to make recommendations of any needed change in policy and practice to the Sedgwick County Board of Commissioners and Wichita City Council.

	RECOMMENDED ACTION:	Accept the Floodplain Management Task Force
					Final Report and direct the City Manager to
					collaborate with the County Manager on 
					implementing the Report's recommendations.


45.	2005 Arterial Street, Bridge, Bike Path and Waterline Replacement Design Contracts.

The 2005 Capital Improvement Program includes funding for Arterial Street, bridge, bike path and waterline design projects.  On October 12 and 13, 2005, the Staff Screening and Selection Committee interviewed 10 design companies for the following 25 projects.

	RECOMMENDED ACTION:	Approve the design projects; place the ordinances
					on first reading; adopt the resolutions; approve the
					the design agreements and authorize the signing
					of State/Federal agreements as required.


46.	Ordinance appropriating the 2006 Budget; ratifying the payment of claims against the 2005 Budget.
	
	Each year the City Council must appropriate and approve the spending of the next year's budget according to the approved budget and also authorize, approve and ratify the payments, which have occurred against the current year budget.
	
	RECOMMENDED ACTION:	Place the Ordinance on first reading and authorize
					the necessary signatures.



47.	Amendments to Salary and Position Classification Ordinances.
	
The annual Salary Ordinance sets the rates of pay for City pay ranges.  During the year, Human Resources reviews classifications, job descriptions and position titles to determine if any revisions or corrections are needed.

	RECOMMENDED ACTION:	Declare an emergency and adopt the amendments
					to the Salary and Position Classification Ordinances and
					authorize the necessary signatures.


47a.	2006 City of Wichita Legislative Program.

The City of Wichita Legislative Program contains policy positions on a variety of issues, allowing the City to respond to specific bills and proposals within an established policy framework.

	RECOMMENDED ACTION:	The City Council adopts its 2006 Legislative Program.
