WICHITA HISTORIC PRESERVATION BOARD MINUTES 12 JANUARY 2004 CITY HALL, 455 N. MAIN, 10TH FLOOR-MAPD CONFERENCE ROOM 3:00 P.M. The regular meeting of the Historic Preservation Board was held Monday, January 12th, 2004 at 3:00 P.M. in the Metropolitan Area Planning Department's Conference Room, City Hall – Tenth Floor, 455 N. Main, Wichita, Kansas. ITEM NO. 1 ROLL CALL The meeting was called to order and board members stated their names. Members Present : Jim Guy (Chair) Paul Cavanaugh William Deer George Platt Randal Steiner in at 3:13pm Kim Edgington in at 3:26pm Members Absent : Mim Hiesterman Staff Present : Kathy Morgan, Senior Planner, Historic Preservation, MAPD Jeanne L. de Grasse, Planning Analyst Mike Gable, OCI Tricia Waggoner, City Archaeologist ITEM NO. 2 ADDITIONS OR ADJUSTMENTS TO THE AGENDA Motion #1: Members present unanimously (4-0) consented to add HPC2004-00003 and items for discussion under Item # 8. ITEM NO. 3 REVOLVING LOAN FUND UPDATE Kathy Morgan reported the loan balances as of 12/31/2003 Revolving Loan Fund – Residential $ 86,849.75 Revolving Loan Fund – Non-residential zero Deferred Loan Fund – Residential $ 80,896.20 ITEM NO. 4 CORRESPONDENCE There was no correspondence ITEM NO. 5 APPROVAL OF MINUTES FROM THE 8 DECEMBER BOARD MEETING Motion #2: Motion was made by Cavanaugh, seconded by Platt to approve the minutes from the 8 December 2003 meeting as corrected. Motion carried unanimously (4-0). ITEM NO. 6 OLD BUSINESS There was no old business on the agenda. ITEM NO. 7 CERTIFICATE OF APPROPRIATENESS APPLICATIONS 1. MINOR: (HPC2003-00205) Environs, Sternberg House APPLICANT: Holland Roofing FOR: 1038 N Lewellen Applicant proposes to tear off old roof to decking and replace with 3-tab composition, flashing as required. 3. MINOR: (HPC2003-00212) Environs, Monroe/Mahan House & Fire Station #6 APPLICANT: A Collins Roofing FOR: 1324 S Market Applicant proposes to tear off old roof to decking and replace with plywood, 30lb felt, 3-tab composition shingles. Motion #3: Motion was made by Cavanaugh, seconded by Deer, to receive and file HPC2003 - 202, -205, -208, - 209, -210, -211, and -212. Motion carried unanimously (4-0). 8. MAJOR: (HPC2004-00003) Environs, Wheeler, Kelly, Hagney Bldg APPLICANT: Larry Reynolds FOR: 101 S Market, Woolf Brothers Bldg Applicant proposes to replace wood windows with anodized aluminum frames to match those already in place on first floor and which were previously approved by the SHPO. Motion #4: Motion was made by Cavanaugh, seconded by Platt, that the project does not encroach, damage, or destroy the environs of the Wheeler, Kelly, Hagney building. Motion carried unanimously (4-0), with Steiner abstaining due to late arrival. ITEM NO. 8 MISCELLANEOUS MATTERS 1. Discussion of temporary event banners hung from bridge overpasses in the Historic Districts. Motion #5: Motion was made by Cavanaugh, seconded by Steiner, to allow the City Manager's office to continue to review and approve temporary banners on bridge overpasses in the Historic Districts. Any permanent style of banner or sign mounting would have to be approved by the Historic Preservation Board. Motion carried unanimously (5-0). 2. Annual Historic Preservation Board Retreat. March 8th, 2004, was chosen as the date and the Old City Hall / Sedgwick County Historical Museum was chosen as the location. The Historic Preservation office will cover a portion of the registration fee for any interested Board members. AIA CEUs will also be available.
