Advance Plans Committee Summary of Meeting 7:35 am, August 17, 2006 Attendance Committee Members: Elizabeth Bishop, Morris Dunlap, Ron Marnell, Bud Hentzen, Harold Warner MAPD staff: Stephen Banks, Dave Barber, Scott Knebel, Scott Wadle Discussion Summary 1. The Advance Plans Committee approved the minutes of the July 20, 2006 Committee meeting. 2. Scott Knebel reviewed with the Committee, a comparison matrix of the implementation options contained in the K-96 Corridor Economic Development Plan with policies contained in the Wichita-Sedgwick County Comprehensive Plan. Staff has determined that there is a high degree of consistency between these two Plans, excepting that the K-96 Plan is more directive/prescriptive on some issues than the flexible policy approach contained in the Comprehensive Plan. The Committee decided that it needed to: a). Determine whether the K-96 Plan should be adopted as an element of the Comprehensive Plan. b). Identify any elements/action items contained in the K-96 Plan that cannot be supported by the MAPC. The Committee also recognized that their implementation approach with the K-96 Plan will set a precedent for addressing the recently completed K-254 Plan. The following issues were raised in Committee discussion: ? Tools such as transfer of development rights and agricultural easements are OK if implemented on a voluntary basis. ? The Comprehensive Plan should take precedence over the K-96 Plan. ? The purpose of the K-96 Plan is to serve as a reference. The Plan could be adopted as an element of the Comprehensive Plan, excepting for those elements that the Committee finds directive or prescriptive. The Committee decided that they would be supportive of adopting the K-96 Corridor Economic Development Plan as an element of the Comprehensive Plan, on condition that certain prescriptive implementation elements of the K-96 Plan be amended to be consistent with relevant flexible language contained in the Comprehensive Plan. Scott Knebel will prepare a Plan amendment sheet that contains these changes. This amendment sheet will be reviewed and discussed at the next Committee meeting on September 7, 2006. 3.
