WICHITA HISTORIC PRESERVATION BOARD MINUTES 10 JUNE 2002 CITY HALL, 455 N. MAIN, 10TH FLOOR-MAPD CONFERENCE ROOM 3:00 P.M. The regular meeting of the Historic Preservation board was held Monday, June 10, 2002, at 3:00 P.M. in the Metropolitan Area Planning Department's Conference Room, City Hall-Tenth Floor, 455 N. Main, Wichita, Kansas. ITEM NO. 2 ADDITIONS OR ADJUSTMENTS TO THE AGENDA Motion #1 Motion was made by Lawing, 2nd by Lentz for the addition of HPC2002-00072 at the end of "Certificate of Appropriateness Applications". Motion approved 4-0. ITEM NO. 3 REVOLVING LOAN FUND UPDATE As of 7/01/02 the balance in the funds are as follows: Revolving Loan Fund – Residential $ 93,000 Revolving Loan Fund – Non-residential $ 78,000 Deferred Loan Fund – Residential $ 92,629 ITEM NO. 4 CORRESPONDENCE ITEM NO. 5 APPROVAL OF MINUTES FROM THE 13 MAY 2002 MEETING Motion #2 Motion was made by Edgington, 2nd by Lentz to approve minutes as presented. Motion approved 4-0; Guy abstains. ITEM NO. 6 OLD BUSINESS 1. Public hearing 1615 Park Place Gayle Davis, of 1620 N Fairview, and Lynne Thalos, of 1617 Park Place , addressed the board regarding the construction of a garage at 1615 N. Park Place. They requested a policy of the Board informing neighbors of upcoming cases before the Board and that the Board be more vigilant in regards to construction projects of this nature. 2. MAJOR: (HPC2002-00052) Environs, Fire Station #6 APPLICANT: Immanuel Baptist Church FOR: 1337/1343 S. Emporia Receive and file Design Review Committee's recommendation. MINOR: (HPC2002-00065) Park Place/ Fairview Historic Building APPLICANT: Frederick Waterproof FOR: 1750 N. Fairview Applicant proposes to re-roof existing composition roof with laminated 30 year shingle-cedar blend. Staff has reviewed and approved. 11. MINOR: (HPC2002-00068) North High School APPLICANT: Wichita Public School FOR: 1437 Rochester Applicant proposes repair terra cotta in tower. Board Action: Receive and file items 7-1 through 7-11. Motion #4 Motion made by Lentz, 2nd by Guy to receive and file Items 7-1 through 7-10 HPC2002-00055, HPC2002-00056, HPC2002-00058, HPC2002-00059, HPC2002-00060, HPC2002-00061, HPC2002-00062, HPC2002-00063, HPC2002-00064, and HPC2002-00065. Motion was approved 5-0. Motion #5 Motion made by Guy, 2nd by Willenberg to receive and file HPC2002-00068 as submitted. Board also directed staff to inspect completed work. Motion passed 5-0. 12. MAJOR: (HPC2002-00067) Environs, Engine House #6 APPLICANT: MBP Architects FOR: 1407 S. Broadway Applicant proposes to build and addition to the existing structure. Motion #6 Motion made by Guy, 2nd by Lentz to approve HPC2002-00067 as submitted. Motion passed 5-0. 13. MAJOR: (HPC2002-00072) Environs, Judge Wall House APPLICANT: Evans Building Company FOR: 537 N. St. Francis Applicant proposes to construct a new 3600 sq. foot storage building. Motion #7 Motion made by Edgington, 2nd by Guy to approve HPC2002-00072 as submitted. Motion passed 5-0. ITEM NO. 8 MISCELLANEOUS MATTERS 1. Local listing of 3333 S. Broadway (Robbins House) Motion #8 Motion made by Guy, 2nd by Lawing to recommend nomination of 3333 S. Broadway for listing on the Wichita Register of Historic Places to the Metropolitan Area Planning Committee. Motion approved 5-0. 2. Update on North High School – there have been some changes in the site layout that SJCF would like the board to see in regard to the parking on the east side of the building Motion #9 Motion was made by Lawing, 2nd by Guy to approve changes in the proposed scope of work at North High School. Board also recommended SJCF meet with the Design Review Committee to address issues regarding the windows. Motion passed 6-0. 3. Update on Kansas Historic Tax Credit – legislation was passed to make the transfer of credits more flexible. 4. Old Town Sculpture- Joan Cole. Ms. Cole presented the sculpture concept to the board as a courtesy. The board was favorable to the concept. 5. SHPO visit, June 17. Visit has been postponed due to scheduling conflict. A new date will be set for late September, early October. 6. 1103 N. Topeka – staff will notify the design review committee when construction documents are completed and set a date and time for on-site review. All board members would be welcome. 7. 105 S. Broadway- discuss installation of cellular towers on building. The application had not been submitted a the time of the board meeting. Board instructed staff to process the application as a minor.
