ITEM NO. 3 REVOLVING LOAN FUND UPDATE Revolving Loan Fund – Residential $71,680.90 Revolving Loan Fund – Non-Residential Deferred Loan Fund – Residential $40,000.00 ITEM NO. 4 CORRESPONDENCE Ms. Morgan attended the States Sites Review Board meeting Saturday November 7, 2009 and four more properties were places on the State Register and will be going to the National Park Service for listing in the National Register: Fairview Apartments, Fairmount Apartments, the Guldner House and the Blaser House. ITEM NO. 5 APPROVAL OF MINUTES FROM THE 12 OCTOBER 2009 MEETING Motion #1 made by Doerksen, 2nd by Willenberg to approve the October 12, 2009 Minutes as presented. Motion carried unanimously (7-0). ITEM NO. 6 OLD BUSINESS A. MAJOR: HPC2009-00279 National Register submission Fairview Apartment APPLICANT: Rosin Preservation for Tony Krsnich FOR: 206 3 18th Street Environs, Steinbuchel House Applicant requests support of Register of Historic Kansas Places and National Register of Historic Places nomination under Criterion C – Architecture as part of the Residential Resources 1870-1957 Wichita Multiple Property Submission. Nomination presented by Kathy Morgan, Senior Planner. Motion #2 made by Doerksen 2nd by Laha, to find the state and national register listing of the Fairview Apartment does not encroach upon, damage or destroy the environs of the Steinbuchel House (1905 Park Place) and support the proposed nomination of the Fairview Apartment located at 206 E 18th Street, as reviewed in accordance with K.S.A. 75-2715-2725, to the Register of Historic Kansas Places and the national Register of Historic Places under criterion C – Architecture as part of the Residential resources 1870-1957 of Wichita, Kansas Multiple Property Submission, Motion carried (6-0-1). Motion #5 made by Seiwert, 2nd by Churchman to approve Item 7-D, Consent Agenda, as reviewed in accordance with City of Wichita Municipal Code 2.12.1015-1025. Historic Preservation Ordinance as amended. Motion carried unanimously (7-0). ITEM NO.8 PROJECT REVIEW A. MAJOR: HPC2009-00060 Environs, Edward Michael Kelly House APPLICANT: Max Christiansen for owner FOR: 209 E 17th Applicant proposes to construct wrap-around porch on west and north elevations - 10 feet deep on west end and 4 feet deep on north side; porch addition is 23’-8” X 17’-4”. Mr. Christiansen was present for questions and comments. Motion #6 made by Willenberg, 2nd by Pulkkilato find that HPC2009-00060, as proposed by applicant and reviewed in accordance with K.S.A. 75-275-2725, encroaches upon, damages, or destroys the environs of the Edward Michael Kelly House and the Park Place/Fairview Historic District, the board further approves the west porch identified in the site plan and indicated by the cross hatch portion is appropriate if it is built within the setback on Market Street. Applicant is to bring back elevation of porch with hipped roof for staff approval; the wraparound porch was not approved. Motion carried unanimously (7-0). ITEM NO. 9 MISCELLANEOUS MATTERS 1. Historic Revolving Loan Grant for Spring Home Repair Seminar. Motion #7 made by Seiwert, 2nd by Willenberg to approve a Grant award from the Local Revolving Loan for the Spring Home Repair Seminar and the cost not to exceed $10,000.00. Motion carried unanimously (7-0). 2. Historic Revolving Loan Grant for board-up costs for Fresh Air Baby Camp. Motion #8 made by Churchman, 2nd by Willenberg to approve the Revolving Loan Grant for up to $500.00 to pay for whatever is not raised in contributions to board-up window on the Fresh Air Baby Camp. Motion carried unanimously (7-0). 3. 1437 N. Fairview update. 4. Presentation by Mr. Coffman on MTP-2035 and asked that they visit the wampo.org website, sign up to receive updates and provide input. 5.
