MINUTES - BOARD OF BIDS AND CONTRACTS

The Board of Bids and Contracts met with Tim Cain, Administrative Supervisor, representing the Director of Public Works, in the Chair; Rodney Ellenz, Controllers Office, representing the Director of Finance; Kendall Niquette, Budget Analyst, representing the Budget Office; Kelli Glassman, Management Intern, representing the City Manager; and Patsy Ellis, Deputy City Clerk, Secretary; present.

Minutes of the regular meeting dated, October 4, 2004, were read and on motion approved.

Bids were opened October 8, 2004, pursuant to advertisements published on:

PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION: Sewers, Paving and Water Mains as per specifications  (Exhibit Attached).

Central Rail Corridor: Heavy Rail, including Paving, Storm Water, Sanitary Sewer (87N-0160-01/472-84071/715235)

	Bids rejected

Kinkaid Circle from the east line of Brentwood South Second Addition to and including the cul-de-sac to serve Brentwood South Second Addition - north of Pawnee, east of Webb.  (472-83994/765876/ 490987)  Does not affect existing traffic.  (District II)

	Kansas Paving Company - $97,403.67

Lateral 369, Four Mile Creek Sewer to serve Brentwood South Second Addition - north of Pawnee, east of Webb.  (468-83802/744057/480745)  Does not affect existing traffic.  (District II)

	Mies Construction - $95,267.00 (negotiated at Engineer's estimate)

Lincoln Park Tennis Court Removal - east of Broadway, south of Lincoln.  (472-84113/785041/ 394173)  Does not affect existing traffic.  (District I)

	Cornejo & Sons Construction - $13,022.00

Westlakes Court serving Lots 1 through 9, Block 1, from the north line of Westlakes Parkway to and including the cul-de-sac; Westlakes Court serving Lots 10 through 18, Block 1, from the north line of Westlakes Parkway to and including the cul-de-sac; Westlakes Court serving Lots 19 through 45, Block 1, from the north line of Westlakes Parkway to and including the cul-de-sac; Westlakes Court serving Lots 1 through 13, Block 4, from the west line of Westlakes Parkway to and including the cul-de-sac; Westlakes Parkway from the east line of Maize Road to the west line of Lot 45, Block 1; Sidewalk on the north side on Westlakes Parkway from the east line of Maize to the west line of Lot 45, Block 1 to serve Fox Ridge Addition - north of 29th Street North, east of Maize. 	Ritchie Paving - $536,316.15

The Purchasing Manager recommended that the contracts be awarded as outlined above, subject to check, same being the lowest and best bids within the Engineer's construction estimate.

On motion the Board recommended that the contracts be awarded as outlined above, subject to check, same being the lowest and best bids within the Engineer's construction estimate.


Airport Authority/Airfield Maintenance Division: Liquid Deicer for Runways.

	Cryotech Deicing Technology - $26,400.00* (Group 1 total net bid)

		*Estimate - Contract approved on unit cost basis; refer to attachments.

FIRE DEPARTMENT/SAFETY DIVISION: Motorola Radios.

	Motorola, Inc.* - $10,216.80 (State of Kansas Contract #28440; 800 MHz 
Motorola Radio Equipment)

	*Purchases utilizing Government Entities Contracts, Cooperative 
	Contracts and Agreements/Ordinance No. 38-122 Section 2.64.020 (j).

The Purchasing Division recommended that the contracts be awarded as outlined above, same being the lowest and best bid.

On motion the Board recommended that the contracts be awarded as outlined above, same being the lowest and best bid.

On motion the Board of Bids adjourned.
