The Advance Plans Committee approved the minutes of the August 27, 2007 Committee meeting. 2. Planning staff led the Committee members through a discussion on a recommended Outcomes/Focus and Process for the next version of the Wichita-Sedgwick County Comprehensive Plan. The Commission reviewed and commented on these topics as outlined in discussion sheet prepared by staff. The following is a summary of feedback received from the Commission: ? Is there an infrastructure crisis facing Wichita-Sedgwick County? Most of the committee thought not, but did acknowledge that more emphasis needs to be placed on proper maintenance of existing infrastructure, and that future federal funding may be less than it is today. ? Critical issues affecting the community’s future growth and development? Most of the committee agreed that the following categories identified by staff: “Community Growth and Development”, “Community Infrastructure”, “Community Facilities”, “Park, Recreation and Open Space”, and “Transportation System” are key determining factors related to this community’s future growth and development. Two of the committee members thought that “Parks, Recreation and Open Space” were important to have, but not critical/essential elements. Nonetheless, it was agreed that all these categories should be addressed in the Comprehensive Plan. ? Important influencing factors impacting the community’s ability to address growth and development issues? There was general agreement that the following influencing factors will have an impact on future growth and development issues: “Diminishing and shifting financial resources”, “Long term impact of deferred infrastructure maintenance”, “Rising costs of infrastructure repair, replacement and new construction”, “Rising energy cost”, and “Changing community demographics”. There were some differences of opinion regarding the extent to which “Environmental considerations” would impact future growth and development issues. 3. John Schlegel distributed to the Committee, a matrix summarizing the current CIP allocations for municipal infrastructure improvements (by general category) for Wichita and Sedgwick County. The question raised was to what extent do these allocations reflect the municipal infrastructure wants, needs and priorities of the community? This matrix would be a good tool to help get feedback from the community on municipal infrastructure priority setting. Many people don’t realize the ‘cost of community’. It was agreed that the Comprehensive Plan should provide the strategic framework for priority- setting and decision-making regarding the allocation of resources for future municipal infrastructure. 4. It was agreed that staff would proceed to develop a proposed process for undertaking the next Comprehensive Plan, a plan that needs to include benchmarks and performance measures. 5.
