MINUTES OF ADA ACCESS ADVISORY BOARD WEDNESDAY, February 22, 2006 CITY HALL, 1ST FLOOR BOARDROOM I. Dave Calvert chaired the February meeting. Mitch Dunbar Police Jay Hinkel Law Angela Krummel Assistant ADA Coordinator Jeff Myers Public Works The meeting convened at 9:45 a.m. by Dave Calvert. II. Old Business (Part I) Full-time ADA Coordinator discussion Calvert began board discussion regarding the City hiring a full-time ADA Coordinator. A motion was made (Hinds/Weigel) to recommend to the City that it hire a full-time ADA Coordinator and the motion passed unanimously. A preliminary job description was handed out to the board for review. Board members were encouraged to comment on the job description. The board discussed and decided to leave the education requirement at the Bachelor's degree level. Hinkel noted that an architecture Bachelor's degree be added to the list of recommended degrees. Hinkel wanted the board to give recommendations on where the job opening should be posted. There was a motion to "generally" approve the job description (Rothwell/Farney), which was also passed unanimously. The Board decided to leave the search process to the City's Human Resources Department, but asked the Board be involved in the hiring process to some degree. There was a motion made to recommend the City Manager seek input of the Wichita Access Advisory Board when interviewing and hiring the ADA Coordinator (Rothwel/Weigel). This motion passed unanimously. III. Approval of the January 25, 2006 minutes The minutes from January 25, 2005 were approved (Marty/Farney). IV. Agenda Building- no items V. Public Input- no items VI. Accessible Parking Program Update (Lt. Dunbar) Lt. Dunbar gave an overview of the program from the beginning last summer till today. The program had 18 volunteers who have documented 250 violations thus far. Currently there are 16 volunteers with 10 of those being "really" active. The program will start advertising for additional volunteers later this summer. Dunbar would ideally like to have 20-25 active volunteers widely distributed throughout the community. Dunbar encouraged interested individuals to call in and talk with him. East and West Wichita have more active volunteers. The North and South quadrants could use some more help. The volunteers set hours are 7am to 7pm currently. The board recommended their hours be changed to "sun up to sun down." With the summer hours approaching this would allow for more activity later in the day. Dunbar was going to check on the City's ordinance regarding private security at places such as Wal-mart. Calvert stated those security employees by City ordinance are allowed to write accessible parking citations. VII. Committee Reports and Discussion: Transportation Committee: Weigel went over the documents previously e-mailed from the committee. They still have questions about the re-certification process and why transit patrons are not encouraged to use City buses. The committee's report on public transportation services in the City determined there are some services with no lift capability. The board also discussed there needs to be lift capable airport service available. Communication Committee: The committee said the members would be willing to provide training recommended by Kent Johnson to City staff, particularly police sensitivity training. The committee was also concerned there was no one evaluating the airport design for ADA issues. Jeff Farney is on the Art and Design Council and will be involved in evaluating the plans and will report back to the board. The board would like to tour the terminal before it opens. The committee discussed integrating video relay into the Community's 911 system. Lastly, the committee discussed the City's phone system and how navigating through is difficult. Also, there should be a TDD accessible phone in the lobby for citizens to use. Parking Committee: Volunteers are needed to survey the last home WSU basketball game, February 25th, to see how many people are parking in regular spaces that would be parking in an accessible space if it were available. Landrum said that WSU police counted the last game and found 130 cars with placards came to the last game with approximately 10,000 in attendance. Landrum said WSU PD would be willing to count the last home game as well. VIII. Old Business (Part II) Transition Plan Update Kent Johnson provided a hand out for the board outlining the updates. Currently, The Transition Plan is completed, with the exception of minor computer glitches and identification of structural barriers that are vital to access and are to be placed in the immediate removal category (one year or less). The content of the Self-Evaluation is currently more than 70 pages and close to completion. Kent hopes to make available to all WAAB members well in advance of the next meeting, so that all members will have an opportunity for input and/or recommended changes or additions.
