The regular meeting of the Historic Preservation board was held Monday, February 11, 2002, at 3:00 P.M. in the Metropolitan Area Planning Department's Conference Room, City Hall-Tenth Floor, 455 N. Main, Wichita, Kansas. ITEM NO. 2 ADDITIONS OR ADJUSTMENTS TO THE AGENDA Motion #1 Motion was made by Lentz, 2nd by Lawing to add discussion of loan applications for 1420 Park Place, 1711 N. Market, and 236 S. Erie under Miscellaneous. Motion was approved 5-0. It was noted the design committee reviewed and approved two applications because there was no regular board meeting in January. Motion #3 Motion was made by Shelden, 2nd by Guy to receive and file HPC2001-00152, HPC 2001-00153, HPC2001-00155, HPC2001-00159, HPC2001-00160, HPC2002-00001, HPC2002-00002, HPC2002-00003, HPC2002-00004, HPC2002-00006, and HPC2002-00007. Motion approved 6-0. 12. MAJOR: (HPC2002-00008) Environs, Judge Wall House APPLICANT: Spangenberg Phillips Architectures FOR: 640 N. Emporia Applicant proposes to demolish structure located at 616 N. Emporia and construct new commons room, kitchen, classroom and restroom addition for Metro Midtown High School. Mike Decker, architect represented the case for the applicants. Board reviewed the site plan and materials for the proposed addition. The addition is to be a one-storey connector leading into a one-and-one-half storey structure. The addition will have a cast stone base and watermark banding. The body of the structure will have same size/color brick as the historic building and a series of blind arches replicating the arch window openings in the historic building. Staff recommends that the demolition and new construction does not encroach, damage or destroy the environs of the Judge Wall House located at 620 N. St. Francis. Motion #4 Motion was made by Guy, 2nd by Lentz that the proposed demolition and new construction does not encroach, damage or destroy the environs of the Judge Wall House. Motion approved 4-0, Shelden and Barr abstained. ITEM NO. 8 MISCELLANEOUS MATTERS 1. Schedule Historic Preservation Board Retreat – the annual retreat will be held on April 8, 2002 at 3 p.m. in the 10th Floor Committee Room. A brief board meeting will be held prior to the retreat. 2. Annual Report Motion #5 Motion was made by Guy, 2nd by Willenberg to receive and file the 2001 Annual Historic Preservation Board Report with the correction "urban affairs consultant". Motion carried 7-0. 3. Loan applications review Morgan reported that the staff review committee met and recommended that the City Manager approve the loans. Morgan described the projects to be funded and recommended that HPB approve the scope of work for 1420 Park Place – HVAC system, 1711 N. Market – air conditioning unit, and 236 S. Erie – insulation and guttering. Upon approval by the City Manager, the loans will be packaged. Motion #6 Motion was made by Shelden, 2nd by Guy to approve the scope of work for 1420 Park Place, 1711 N. Market and 236 S. Erie. Motion approved 7-0. Keith Lawing announced there would be a dedication on February 22, 2002 of the stone bridge located on WSU campus. Board members will be receiving an invitation with the time and exact location.
