MINUTES OF MEETING OF BOARD OF ELECTRICAL APPEALS October 11, 2005 - 3:00 p.m. OFFICE OF CENTRAL INSPECTION CITY HALL, 455 NORTH MAIN OCI CONFERENCE ROOM, 7th FLOOR Chairman Roy Meinhardt called the meeting to order at 3:07 pm, with Board members Dale Johnson, John Whittit, Harold Ragland and Secretary Tom Kerschen present. Also present was Steve Schauner electrical inspector. Board members Larry Clark, Jerry Addington and Larry Hackney were absent. The minutes of the September 13, 2005 meeting were read. Board member Whittit made a motion the minutes be approved as written, it was seconded by Board member Ragland and approved. The recent examination results from Experior Assessments for electrical examinations administered by their office for City of Wichita approved applicants were presented to the Board. Journeyman Approved Under part A of the new business section of the agenda, secretary Kerschen gave the Board a copy of the memo to the law department, signed by Kurt Schroeder, submitting the proposed amendments for review and approval to legal form. Secretary Kerschen explained that it has been brought to his attention the Wichita Area Builders Association (WABA) may still have reservations on the arc-fault interrupters and that he will be addressing the WABA code committee on Thursday October 13 to find out what their concerns are and to address them. Secretary Kerschen explained that there are several different types of arc-fault testers and that some of them will not test all brands of arc-faults. The tester made by Ideal have been tested in the field by the Sedgwick County inspection department and Central States Electric and found to work properly with all brands of the arc-fault breakers. Secretary Kerschen explained that is the tester he had requisitioned for the city electrical inspectors. Lonny Wright asked to address the Board and stated the plumbers association would offer their support behind arc-fault requirements. Under part B of the new business section of the agenda, Kurt Schroeder, superintendent of Central Inspection, explained to the Board a situation that happened on October 3, 2005 in which Ismael De Leon, electrical inspector, went to an address where 2 men were doing electrical work and found that neither had a journeyman or master electrical certificate issued by Wichita. The 2 men worked for Saint Electric. Central Inspection sent Saint Electric an order dated May 23, 2005 which explained Central Inspections interpretation of Title 19 section 19.08.015 which states in part, "no apprentice shall install any electrical work within the city unless he or she is on the job site with and under the supervision of a master or journeyman electrician certified by the city". The Board directed Secretary Kerschen to notify Saint Electric that the certificate holder, Tom St. Peter, be notified in writing to appear before the Board November 8, 2005 3:00pm meeting to discuss the charge of violating that order. With no other business to conduct, Board member Ragland made a motion to adjourn. Board member Whittit seconded the motion and the meeting adjourned. The time was 4:22 pm.
