Public Hearing on Proposed Assessments for 28 Paving Projects in July 2004 Bond Sales Series 778. The Council was notified on February 3, 2004, that the proposed assessment rolls were on file for public inspection in the Debt Management Office of the Finance Department. RECOMMENDED ACTION: It is recommended that the City Council Close the Public Hearing, approve the proposed assessments and place the ordinances on first reading. 5. 2004-2005 HUD Combined Allocations/One Year Action Plan. On November 18,2003, the City Council took action to establish its community priorities and designated funding for these priority programs and services provided/funded by the City. RECOMMENDED ACTION: Accept the recommendations of its Grants Review Committee and address the decision as follows: 1) Approve funding allocations for the City's 2004/2005 HUD Consolidated Plan Combined Application, based Upon recommended funding amounts. 2) Designate use And allocations for $721,495 CDBG Neighborhood Stabilization funding, as recommended. 3) Approve the Request for Proposal services/programs, as recommended. 4) Approve the use of ADDI funds and the reductions in HOMEownership 80 and HOME Operating Funds for CHDO's programs, as recommended. 5) Approve the Increased amount in HOME Administration. 6) Approve Grants Review Committee's recommendations on HOME CHDO funding. 7) Approve Grants Review Committee's recommendations on Emergency Shelter Grant funding. 8) Authorize preparation of the One- Year Action Plan. (9:30 a.m. or soon thereafter) 6. Repair or Removal of Dangerous and Unsafe Structures. On January 13, 2004, a report was submitted with respect to the dangerous and unsafe conditions on one (1) property. The Council adopted a resolution providing for a public hearing to be held on this condemnation action at 9:30 a.m. or soon thereafter, on March 2, 2004. Property address: Council District: a. 323 North Meridian IV RECOMMENDED ACTION: Close the public hearing, adopt the resolution declaring the building a dangerous and unsafe structure, and accept the BCSA recommended action to proceed with condemnation allowing 10 days to start demolition and 10 days to complete removal of the structure. Any extensions of time granted to repair the structure would be conditioned on the following: (1) all taxes have been paid to date, as of March 2, 2004; (2) the structure(s) has/have been secured as March 2, 2004 and will continue to be kept secured, and (3) the premises are mowed and free of debris as of March 2, 2004 and will be so maintained during renovation. 7. Issuance of Health Care Facilities Refunding Revenue Bonds, Riverside Village, Inc. (District VI) On February 10, 2004, the City Council approved a Letter of Intent to issue Health Care Facilities Refunding Revenue Bonds in the amount not-to-exceed $9,200,000 to Riverside Village, Inc. The proceeds of the bonds will be used to refinance and redeem Series II-B 1997, currently existing debt, and pay costs of issuance. RECOMMENDED ACTION: 1) Approve first reading of the Bond Ordinance authorizing the execution and delivery of documents for the issuance of Health Care Facilities Refunding Revenue Bonds in an amount not-to-exceed $9,200,000, and 2) adopt the Resolution approving the Special Warranty Deed, Bill of Sale, the Termination and release of Lease Agreement and other necessary documents and authorize the necessary signatures. 8. Public Hearing and Tax Exemption Request, Perfekta, Inc. (District VI) Since establishment, Perfekta has sustained consistent growth in manufacturing parts for the aerospace industry. Perfekta is requesting approval of an Economic Development Tax Exemption on acquisition of new manufacturing equipment in conjunction with the expansion project. RECOMMENDED ACTION: Approve first reading of the Ordinance, granting a 100% tax exemption on the identified personal property improvements for a five year term. 9. DR2004-00001-Proposed Amendments to the April 19, 2001, Edition of the Wichita-Sedgwick County Unified Zoning Code (UZC), Article III-B.14.e and Article IV-B, Pertaining to Outdoor Portable Storage Containers and to Screening Requirements. Regulations for the placement and use of portable storage containers were added to the Unified Zoning Code (UZC) in 2001. The suppliers of these units have requested amendments to allow permanent placement of the containers and to lessen the restrictions on where the units can be placed on properties. RECOMMENDED ACTION: 1) Concur with the findings of the MAPC and approve proposed amendment to the Unified Zoning Code, approve the Ordinance on the first reading, or 2) Return the application to the MAPC for reconsideration. 10. Portable Storage Containers-Adoption of Ordinance Creating New City Title 3.10 Setting Forth Licensing Requirements for Portable Storage Container Contractors/Companies, Companion Ordinance to UZC Article III-B.14e. and Article IV-B Amendments under DR2004-00001. In mid 2001, after review and input was received from District Advisory Boards, the MAPC and the public, the City Council added new regulations to the Wichita-Sedgwick County Unified Zoning Code (UZC) regarding the use of outdoor portable storage containers. RECOMMENDED ACTION: Approve the ordinance creating Title 3.10 on first reading. 11. Resolution Supporting the Kansas Department of Transportation Northwest Bypass Preferred Corridor. (District V) In 1999, a Major Investment Study (MIS) was completed to identify and evaluate potential transportation improvements in the northwest portion of the Wichita metropolitan area and to determine the need for (and feasibility of) a new transportation corridor between Kellogg/US 54 and K-96. RECOMMENDED ACTION: The City Council go on record in support of the preferred corridor alignment, and adopt the Resolution. 12. Customer Service Training. This initiative was designed to revive the customer service culture at the City and to provide employees with the skills necessary to meet and exceed customers' expectations. RECOMMENDED ACTION: Approve the selection of the Center for Management Development, and authorize the necessary signatures. 13. Extended Special Assessment Financing. The City Council approved implementation of a one-year pilot program to determine the impacts of extended 20-year special assessment financing for prospective new developments and existing Wichita neighborhoods without municipal infrastructure on November 18, 2003. Committee members were appointed by the City Council on December 16, 2003 to review the applications for the pilot program and recommend either approval or denial. RECOMMENDED ACTION: Authorize the committee to accept applications for 20-year special assessment financing on projects with statements of cost issued after January 1, 2004. CITY COUNCIL AGENDA 14.
