The Advance Plans Committee approved the minutes of the July 2, 2009 Committee meeting. 2. Mark Manning, Budget Officer with the City of Wichita Finance Department, presented an overview of the proposed 2009-2018 City of Wichita Capital Improvement Program (CIP). Jim Armour, City Engineer with the Public Works Department also attended and provided information on specific projects contained in the CIP. Manning and Armour reviewed the CIP funding sources and highlighted the following CIP issue areas: ERU; Airport Terminal; Railroad Crossing Mitigation; Freeways; Bridges; Buildings; Parks; and, arterials (103 proposed projects through 2018). The proposed CIP is scheduled to be presented to the City District Advisory Boards on January 4th and January 6th, to the Wichita-Sedgwick County MAPC on January 7th, to the Wichita City Council at a workshop on January 12th and for adoption by the City Council on February 2, 2010. The Committee members commented that the CIP needs to be a dynamic document adaptable to changing priorities and conditions (e.g. Downtown Revitalization Master Plan) - it should be reviewed more frequently than the current 2-year cycle. Manning responded that the City Manager agrees with this viewpoint and is planning to update the CIP in future on an annual basis. Staff was questioned as to how priorities are set for specific projects in the CIP. Armour indicated that ROW acquisition issues often delay project timing and sometimes result in shifting financial resources to other projects. The role of the existing Comprehensive Plan in setting CIP priorities was discussed. Several Committee members felt that the role of the Comp. Plan has changed over the years, and should now be revamped and focused on policies that help set priorities for future public infrastructure investment. Armour commented that project priorities reflect multiple collective inputs, including the MTP and political priorities – there is no single plan that sets these priorities. The Committee unanimously passed a motion finding the proposed 2009-2018 City of Wichita Capital Improvement Program to be in conformity with the Wichita- Sedgwick County Comprehensive Plan as amended. 3. Scott Knebel presented to the Committee members an overview of the Downtown Revitalization Master Plan process, the project timeline, and details of current progress on the development of the plan. Once completed, this plan is expected to be adopted as an element of the Wichita-Sedgwick County Comprehensive Plan. A draft plan is expected from plan consultants Goody Clancy by June 2010, with a final master plan submitted for adoption in September, 2010 by the Wichita City Council, the Sedgwick County Board of Commissioners and the Wichita Downtown Development Board. 4.
