WICHITA HISTORIC PRESERVATION BOARD MINUTES 10 DECEMBER 2001 CITY HALL, 455 N. MAIN, 10TH FLOOR-MAPD CONFERENCE ROOM 3:00 P.M. The regular meeting of the Historic Preservation board was held Monday, December 10, 2001, at 3:00 P.M. in the Metropolitan Area Planning department's Conference Room, city Hall-Tenth Floor, 455 N. Main, Wichita, Kansas. Members Present : Keith Lawing (Chair) Kim Edgington Claire Willenberg Sam Lentz Stan Shelden ( in at 3:05 p.m.) Staff Present: Kathy Morgan, Historic Preservation Planner Shelly Berger, Intern Members Absent: Brian Barr Jim Guy ITEM NO. 1 ROLL CALL The meeting was called to order and board members stated their name. ITEM NO. 2 ADDITIONS OR ADJUSTMENTS TO THE AGENDA Late filing for HPC2001-00156, 154 N. Broadway, Signage; HPC2001-00157, 2142 N. Maple, put gable roof on existing building; and HPC2001-00158, 1226 S. Market, allow construction and temporary siting of storage shed. Items will be added to the end of Certificate of Appropriateness Majors. Motion #1 (Lawing: Motioned to add the items to the agenda) (Edgington 2nd) motion carried unanimously, (4-0) Approved ITEM NO. 3 REVOLVING LOAN FUND UPDATE Revolving Loan Fund – Residential Revolving Loan Fund – Non-residential Deferred Loan Fund – Residential Staff reported on the status of available funds and projects currently in the application process. Board was asked to give ideas as to how to market the funds. ITEM NO. 4 CORRESPONDENCE E-mail from Christy Davis, SHPO regarding tax credit workshop requesting a time to present State and Federal Historic Income Tax Credit information. In lieu of the January 14 board meeting, a special evening meeting will be called to provide opportunity for more public participation. Date and time will be announced at a later date. ITEM NO. 5 APPROVAL OF MINUTES FROM THE 10 SEPTEMBER, 8 OCTOBER AND 22 OCTOBER MEETINGS No changes were made in the 10 September and the 8 October minutes. Correction was made to reflect Kim Edgington present at the 22 October meeting. St. Francis Applicant proposes to re-roof existing built-up portions of Medical Center with modified bitumen roofing. Morgan provided a brief description of the cases approved by staff and noted that HPC2001-00144 and HPC2001- 00146 were reviewed by the Design Review Committee and approved, as there was no November board meeting because of the legal holiday. Motion #3 (Lentz: Motioned to receive and file HPC2001-00140, 143, 144, 146, 147, 148, and 150) (Shelden 2nd) motion carried unanimously (5-0) Approved 8. MAJOR: (HPC2001-00149) Environs, Senator Long House APPLICANT: American Builders FOR: 3612 E. 2nd Street Applicant proposes to remove shingles, re-deck and re-roof using heritage shingles; repair and cover soffits; re-side with artificial siding. Tim Henry with American Builders was present to answer any questions from the board. Motion #4 (Shelden motioned to approve the application with the condition that 3" siding be used) (Edgington 2nd) motion carried unanimously (5-0) Approved 9. MAJOR: (HPC2001-00156) Environs, Kress Building APPLICANT: Trimark Signworks FOR: 154 N. Broadway Applicant proposes to install new signage for SBC on building and garage. Applicant provided color elevations for sign locations. Motion #5 (Shelden motioned to approve the application) (Lentz 2nd) motion carried unanimously (5-0) Approved 10. MAJOR: (HPC2001-00157) Environs, University Davis Hall APPLICANT: Truman's Remodeling FOR: 2142 W. Maple Applicant proposes to build a gable roof on and existing flat roof building. Morgan recapped the application and discussed the elevation plan submitted by the applicant. The flat roof building is attached to a residence and the applicant wanted to tie in a gable roof to the residence to have the ability to increase the living area. Jet Truman was present to answer questions. Motion #6 (Lawing motioned to approve the application) (Shelden 2nd) motion carried unanimously (5-0) Approved 11. MAJOR: (HPC2001-00158) Environs, Monroe/Mahan House APPLICANT: Jack Johnson FOR: 1226 S. Market Applicant proposed to erect a temporary storage unit on the property. Jack Johnson, applicant, explained that he builds storage sheds from left over scrap wood material from his construction business. The storage shed will remain on the property until it is sold. This activity is done infrequently.
