Advance Plans Committee Summary of Meeting 7:30 am, August 11, 2005 Attendance Committee Members: Elizabeth Bishop, Morris Dunlap, Bud Hentzen, John McKay, Denise Sherman MAPD staff: Christy Askew, Dave Barber, Stephen Banks, Scott Knebel, Scott Wadle Other: Mitch Mitchell Discussion Summary 1. The Advance Plans Committee approved the minutes of the July 28, 2005 Committee meeting with a spelling correction to Bud Hentzen's name. 2. The Committee requested that staff invite the City and County CIP personnel to the Advance Plans Committee meeting at 7:30 a.m. on September 22, 2005 to propose a process by which more meaningful input can be obtained from the MAPC members in the development of these CIP documents. 3. Presentation and discussion on the proposed MAPD staff revisions to the Airport Overlay District. Scott Knebel reviewed a list of existing uses permitted within the AOD zones that are discouraged by the Federal Land Use Compatibility Guidelines. ? There are a total of six such uses in the AOD I, 12 uses in the AOD II and seven uses in the AOD III. ? The biggest impact of any changes would occur within the AOD III zone that contains the largest number of existing residential and commercial uses. The AOD II only has a handful of residences. ? The Committee feels strongly that any existing legally established uses or buildings within the AOD zones that would otherwise not be permitted by the proposed MAPD staff changes should be allowed to be repaired or reconstructed, should they ever be damaged or destroyed in the future. Uses legally established at the time of adoption of the AOD should be allowed to be reconstructed on site, relocated to other areas within the AOD, or converted to other permitted uses. ? The Federal guidelines would be appropriate on undeveloped lands within the AOD zones. ? Surface parking lots, outside storage areas, airplane runways and taxiways that are accessory to adjacent uses should continue to be permitted within AOD I. 4. The next meeting of the Advance Plans Committee will be held at 7:35 a.m., Thursday, August 25, 2005. The Advance Plans Committee meeting adjourned at 8:50 a.m.
