Advance Plans Committee Summary of Meeting 7:35 am, September 7, 2006 Attendance Committee Members: Morris Dunlap, John McKay, Ron Marnell, Bud Hentzen, Harold Warner MAPD staff: Christy Askew, Stephen Banks, Dave Barber, Scott Knebel, Dale Miller, John Schlegel, Scott Wadle Others: Mitch Mitchell, Dianne Brooks, Gene Keady, Jerry Miles, Teri Layman, Karen Bailey, Laura Fisher Discussion Summary 1. The Advance Plans Committee approved the minutes of the August 17, 2006 Committee meeting. 2. Dale Miller reviewed with the Committee, the proposed MAPD staff revisions to the current Zoning Area of Influence (ZAI) boundaries as they pertain to and affect the Cities of Maize, Colwich and Wichita; Goddard and Wichita; and the City of Bentley. Colwich/Maize/Wichita discussion: ? Dianne Brooks and Scott Knebel spoke on behalf of the Cities of Colwich and Wichita respectively. No representatives from Maize attended the meeting. After some discussion, the Committee came to a consensus that it was important for the revised ZAI's to reflect, as much as possible, the 2030 urban growth areas developed in the Wichita-Sedgwick County Comprehensive Plan. The Committee also supported revising all ZAI's to reflect current corporate limits of cities in Sedgwick County. The Committee agreed to support Maize's request to extend its existing west ZAI boundary west to 135th St. W., bur only north of the current Wichita city limits (½ mile north of 37th Street N.), while moving Colwich's ZAI boundary ½ mile north of 37th Street, between 119th St. and 183rd St. The Committee did not support the requested eastward extension of Maize's ZAI to Ridge Road north of K-96. Goddard/Wichita discussion: ? Gene Keady, Jerry Miles, Teri Layman and Karen Bailey spoke on behalf of the City of Goddard, while Scott Knebel spoke on behalf of the City of Wichita. After some discussion, the Committee agreed to support MAPD staff's proposed westward expansion of the east ZAI boundary that coincides with the 2030 urban growth area boundary designations for Goddard and Wichita as depicted in the Wichita-Sedgwick County Comprehensive Plan. Bentley discussion: ? Laura Fischer spoke on behalf of the City of Bentley, advocating for a 36 sq. mi. ZAI in order to receive platting notifications that facilitate volunteer fire and EMS service delivery planning. After some discussion, the Committee did not feel that purpose warranted a 36 sq. mi. ZAI for Bentley and instead supported the existing ZAI boundary, recommending that MAPD and Bentley work out a boundary for courtesy notices. 3. Scott Knebel outlined the proposed modifications to selected implementation actions contained in the K-96 Corridor Economic Development Plan that would bring these actions in compliance with existing policy direction contained in the Wichita-Sedgwick County Comprehensive Plan. After some discussion, the Committee recommended that four of the proposed implementation actions related to the creation of a K-96 Corridor Overlay District not be considered for implementation. 4. Meeting adjourned at 9:15 a.m. Next meeting scheduled for September 21, 2006.
