The Advance Plans Committee approved the minutes of the June 21, 2007 Committee meeting. 2. Jay Newton gave an overview of the City of Wichita proposed budget and Capital Improvement Plan. Several Committee members felt that the City should be explaining how the City has been able to continue to fund new projects each year without increasing the mil levy since 1992. Specifically, this is due to the fact that increased property reappraisal growth has averaged 5% per year in addition to new growth and development in the city. The Committee inquired about the annual increase in the CIP amounts each year. The question was also raised as to why the Park and Recreation budget is higher than the budget for street improvements. Jay responded that the expensive Century II expansion has been included in the Park and Recreation budget. 3. Pete Giroux and Jim Weber gave a brief presentation on the Sedgwick County Capital Improvement Program. Pete reviewed some of the significant prior year projects that have been carried over (63rd St.; 13th St.; Kellogg frontage road). Facility improvements include expansion of the Sedgwick County Jail. 4. There was general discussion by the Committee on the relevancy of the Comprehensive Plan to the Wichita and Sedgwick County CIP process. There was a general sentiment that the Comprehensive Plan inadequately addresses CIP planning. Both the city and the county will present their respective CIP's to the MAPC on August 2nd for a finding of consistency with the Wichita-Sedgwick County Comprehensive Plan. Copies of the draft CIP's will be distributed to the MAPC this afternoon to allow sufficient time for advance review. 5. The next meeting of the Advance Plans Committee will be held at 7:45 a.m. on July 26h to discuss the form and format of a revised Comprehensive Plan. At this meeting, the Committee will decide if it needs to hold a meeting on the morning of August 2nd to further discuss the proposed CIP's. Meeting adjourned at 8:45 a.m.
