The Advance Plans Committee approved the minutes of the February 15, 2007 Committee meeting. 2. Bob Parnacott, legal counsel for Sedgwick County, presented a legal overview of the Kansas statutes as they relate to the authority, scope and process of developing and adopting comprehensive plans. The Committee noted that the relationship between the City and County CIP's and the Wichita-Sedgwick County Comprehensive Plan needs to be strengthened. 3. The Committee reviewed and discussed the various required and optional elements of a comprehensive plan. Some members felt that the existing adopted comprehensive plan contains too many goals, objectives and strategies, some of which are conflicting or ambiguous. The Plan tries to be something for everyone. There was a general consensus that a most effective plan would be one that focused on fewer elements that are most relevant to the community, particularly those elements related to the future physical form and infrastructure of the community. The Committee agreed that the infrastructure plans of other City and County Departments need to be integrated into the development of an effective Comprehensive Plan. 4. The Committee reviewed the relevance of two recent community-wide initiatives, Visioneering Wichita and the City of Wichita 2006 Citizen's Survey, to any future revisions or updates to the Wichita-Sedgwick County Comprehensive Plan. There was consensus that these initiatives would provide valuable input and direction to the review and update of the Comprehensive Plan. 5. Further discussions on this subject will be needed. The next Committee meeting is tentatively scheduled for July 19th to hear presentations on the City and County CIP's. 6. Meeting adjourned at 9:00 a.m.
