WICHITA HISTORIC PRESERVATION BOARD MINUTES 9 FEBRUARY 2004 CITY HALL, 455 N. MAIN, 10TH FLOOR-MAPD CONFERENCE ROOM 3:00 P.M. The regular meeting of the Historic Preservation Board was held Monday, February 9th, 2004 at 3:00 P.M. in the Metropolitan Area Planning Department's Conference Room, City Hall – Tenth Floor, 455 N. Main, Wichita, Kansas. ITEM NO. 1 ROLL CALL The meeting was called to order and board members stated their names. Members Present : Paul Cavanaugh (Chair) William Deer George Platt Randal Steiner Claire Willenberg Mim Hiesterman in at 3:15pm Members Absent : Kim Edgington Staff Present : Kathy Morgan, Senior Planner, Historic Preservation, MAPD Jeanne L. de Grasse, Planning Analyst Mike Gable, OCI Tricia Waggoner, City Archaeologist ITEM NO. 2 ADDITIONS OR ADJUSTMENTS TO THE AGENDA Motion #1: Motion by Platt, seconded by Willenberg, to add HPC2004-00014 under Item # 7. Motion carried unanimously (5-0). ITEM NO. 3 REVOLVING LOAN FUND UPDATE Kathy Morgan reported the loan balances as of 12/31/2003 Revolving Loan Fund – Residential $ 91,250.51 Revolving Loan Fund – Commercial $ 00.00 Deferred Loan Fund – Residential $ 80,896.20 ITEM NO. 4 CORRESPONDENCE There was no correspondence ITEM NO. 5 APPROVAL OF MINUTES FROM THE 8 DECEMBER BOARD MEETING Motion #2: Motion was made by Steiner, seconded by Platt to approve the minutes from the 12 January 2004 meeting. Motion #3: Motion was made by Steiner, seconded by Platt, to approve the project with the request to cover base of chase boxing with trim to match existing baseboard. Motion carried unanimously (6-0). Motion #4: Motion was made by Willenberg, seconded by Deer, to receive and file HPC2003 - 198, 2004-001, -004, -005, -006, -010, -011, -012, and -013. Motion carried unanimously (5-0). 10. MAJOR: (HPC2004-00014) Topeka & Emporia Historic District APPLICANT: Tom James FOR: 1212 N Topeka Applicant proposes to remodel upstairs bathroom, extending into converted upstairs porch. Windows will be installed in existing openings to match rest of house. Tax credit project already reviewed by SHPO. Motion #5: Motion was made by Willenberg, seconded by Platt, to approve the project as presented with confirmation from SHPO as to window style approved. Motion carried unanimously (6-0). ITEM NO. 8 MISCELLANEOUS MATTERS 1. Proposal to re-roof the African-American Museum 2. Board Retreat, March 8 3. Recognition of 9 years of service – Jim Guy, outgoing board member 4. Election of Board Officers : George Platt elected president, Paul Cavanaugh elected 1st Vice President, Randal Steiner elected 2nd Vice President.
