Mitchell, Frank Garofalo MAPD staff: Dave Barber, Nalini Johnson, Stephen Banks, Scott Wadle Other: Irene Hart Discussion Summary Future Land Use Guide Map Review: The Committee proceeded to review a composite map of Wichita and the immediate surrounding areas, incorporating all the earlier functional land use changes that had been done incrementally by sectors. The Committee offered the following comments regarding this composite map: ? The use of the mixed urban use category in the undeveloped outer fringes of Wichita and within the 2030 urban service boundary was seen as a good approach. This category should also include large undeveloped parcels within the current Wichita city limits. ? The potential park circles shown on the map do not really mean much because they are based upon the 1996 Park and Open Space Master Plan that has never been funded or implemented. ? All storm water ponds, drainage areas and associated improvements in the newer suburban subdivisions need to be included on the map under the Park and Open Space category. ? The Committee would like to review again, the functional land use category definitions. ? The Committee would like to review the Far West Commercial Policy adopted by City Council and make a recommendation as to deleting this policy. The Committee was concerned that the Far West Commercial Area will keep creeping out further and further as development occurs, unless the policy is removed. The question arose as to whether the land use policy direction as shown on the Functional Land Use Map would override other adopted policy pertaining to an area (i.e. the Far West Commercial Policy area). The Committee would like to get a copy of the policy and review it with John Schlegel. ? The section of land to the southeast of McConnell AFB should be shown as residential, as the Base will soon relinquish control of the housing units there. ? The area around the intersection of 55th Street South and I-135 should be checked. (it could be showing up as white because it is a Rural Residential designation). ? Jabara Airport should be designated in the same category as Mid Continent Airport. Meeting adjourned at 8:30 am.
