Advance Plans Committee Summary of Meeting 7:35 am, November 17, 2005 Attendance Committee Members: Morris Dunlap, Bud Hentzen, Harold Warner MAPD staff: Christy Askew, Dave Barber, Stephen Banks, Scott Knebel, Scott Wadle, Other: Mitch Mitchell Discussion Summary 1. The Advance Plans Committee approved the minutes of the September 22, 2005 Committee meeting. 2. Christy Askew presented an overview of the recommendations contained in the Floodplain Task Force Report, December 2005. Following her presentation, the Committee asked several questions. ? The Committee wanted to know what role Carolyn McGinn was playing on the Task Force, now that she had been elected to Senate District 31. ? The Committee also asked if it were possible for the public to access floodplain data by parcel on the City or County GIS system. The capabilities are there to do this, but the protocols are not yet in place. ? Concern was expressed regarding the large number of committees and task groups that are proposed to help implement the various recommendations contained in the Report. The Committee felt that consensus could be difficult to obtain with large groups and multiple groups. Staff mentioned that the existing Task Force Group would be involved in overseeing the implementation efforts. ? The Committee felt that additional funds would have to be raised, possibly by permanent mil levy dedications, to fund the recommendations contained in this report. 3. Scott Knebel gave progress report on the development of the South Central Neighborhood Plan. Scott gave a summary of the neighborhood history, key indicators and community survey recently completed. Top issue areas are: neighborhood image, housing, business/industry, and river and recreation. A plan vision statement has been established, and goals have been developed to address the four top issue areas. Next steps in the planning process are to develop initiatives to implement the goals. The Committee asked several questions. ? The Committee thought that a new community center for the neighborhood could be incorporated within an existing public facility in the area, like the Water Center. However, the biggest expense would be the staffing and ongoing O&M costs. ? Crime and lack of code enforcement is a big issue for the neighborhood. 4. Scott Knebel gave an update on proposed manufactured housing zoning ordinance changes stemming from original recommendations contained in the South Wichita-Haysville Area Plan adopted in 2002. MAPD has drafted proposed amendments related to changes in mobile home park setbacks, screening requirements, buffer widths, internal street widths and parking standards. The Committee felt most of these changes appeared good, but thought that it would be appropriate to get feedback on these changes from some of the major mobile home park operators. 5.
