BOARD OF CODE STANDARDS AND APPEALS MINUTES June 6, 2005 Members: Francisco Banuelos, Andy Bias, Randy Harder, Richard Hartwell, Bernie Hentzen, Ed Murabito, Warren Willenberg, Scot Wolfington, John Youle Present: Banuelos, Bias, Harder, Hartwell, Hentzen, Murabito, Willenberg, Wolfington Absent: Youle Staff Members Present: Kurt Schroeder, Deb Legge, Maria Bias, Elaine Hammons Chairman Wolfington called the regular meeting of the Board of Code Standards and Appeals to order on Monday, June 6, 2005, at 1:33 p.m. in the 1st floor Board Room, City Hall, 455 N. Main, Wichita, Kansas. 1. Approval of the Minutes from the May, 2005, meeting. A motion was made by Board Member Hartwell, seconded by Board Member Bias, to approve the minutes of the May meeting as submitted. Motion carried. 2. Approval of the Board of Code Standards and Appeals Annual Report for 2004. Board Member Bias made a motion to approve the annual report as submitted. The motion was seconded by Board Member Murabito. Motion passed unanimously. 3. Approval of the June, 2005, license examination applications. There were no applications for license examination for the month of June. 4. Condemnation Hearings Review Cases 1. 2917 East Stadium No one appeared to represent this property. BCSA Meeting June 6, 2005 Page Two Ms. Deb Legge presented pictures of the property from a site inspection done since the previous weekend. The front garage door and the entry door at the rear of the garage had been installed; the weeds in the yard had been cut down. Ms. Legge informed the Board that although there was still work needed on the interior of the structure, the staff recommendation was to return this property to regular code enforcement. Board Member Murabito made a motion to return the property to regular code enforcement. The motion was seconded by Board Member Hentzen. Motion carried, unopposed. "Unfit for Habitation" Case 1. 2001 North Minneapolis There was no one present to represent this property. This property was brought before the Board at the May 2, 2005, hearing as "unfit for habitation" after a car struck the dwelling, causing extensive damage to the framing members. The property owners, who reside out of state, hired a contractor to make the necessary repairs. Photos of the structure showed that the repair work had been started. Ms. Legge said that the contractor had obtained inspections on the framing, but the construction had not yet received approval from the building inspector. It was Ms. Legge's opinion that since the owners were out of state, they may not be aware that the job is still incomplete. She recommended that an additional thirty days be allowed for the owners to make contact with Central Inspection regarding the status of the repairs. Board Member Banuelos made a motion to allow thirty days for the required repairs to be made or to reappear before the Board. The motion was seconded by Board Member Willenberg. Motion passed. The meeting was adjourned at 1:36 p.m.
